    • This paper deals with the idea of “civic literacy” as a learning outcome from civic education discussing how to construct “civic literacy” as a political “good”, in a highly individualistic society. I start by looking at the operational definition of “civic literacy” developed and used by Henry Milner in 2002. I then suggest that “civic literacy” may be compared with the concept of civic virtues, meaning that a civic education aiming at “civic literacy” has to be based on a curriculum that includes intellectual as well as practical learning. I then conclude the paper by looking at the concept of authority as developed by Hannah Arendt. Following Arendt, I argue that a curriculum for civic education leading to civic literacy, must include elements of learning to think and reflect by the use of experience, imagination and judgement.

    • Abstract The study of politics is almost by necessity closely linked to the study of history. Thus, political theories of political behaviour, of state building and the formation of political institutions are built on empirical studies of “historical facts”. The term “historical facts” is, however, to be understood in a broad sense since it not only includes statistics, documentation of wars and lists of governments, but also beliefs, ideas and expressions of political thought. In this paper I argue for the importance of studying political thought, ideas and ideology empirically as variables explaining the formation of specific political institutions. The focus lays on how to form an analytical frame that combines discussions of the meaning and understanding of history with studies of the formation of political institutions. The methodological discussion in the paper, is based on the research frame I used in my PhD-thesis På andra sidan välfärdsstaten – en studie i politiska idéers betydelse (The other side of the welfare state – how political ideas matter). The book, published in 1999, presents a case study showing how the Swedish welfare state model – “folkhemmet” (people’s home) - took form during the early 20th century. Following the arguments developed by Goldstein & Keohane (1993), Sikkink (1993) and Berman (1998), I designed a research frame making it possible to study how specific political ideas, were embedded into the core of the state apparatus making way for a path dependant development that lasted nearly a hundred years. In order to reconstruct the historical moment and the ideological discussion I needed an analytical frame that not only made it possible to discern the “folkhem” ideology from within the historical context, but also the alternative ideology that might have lead to a different political path. The method used included several steps of intellectual work and relied heavily on the following four sources: i.linguistic theory of the influence of metaphors on human thinking and acting formulated by Lakoff & Johnson (1980) and Lakoff (1987) ii.arguments concerning meaning and understanding of history and politics put forward by R.G. Collingwood, Peter Winch and Quentin Skinner iii.empirical theoretical framework for studying ideas developed by Judith Goldstein and Robert Keohane i.the liberal-communitarian debate where I follow a scheme put up by Simon Caney (1992). In this paper I describe and question the methodological considerations made in the previous study. My conclusion is that the research frame in general is still valid even though some of the theoretical assumptions should be updated to apply to research questions formulated in 2016.

    • Vi har studerat medborgarnas syn på skolan och på olika åtgärder att styra skolan. Vid början av 1990-talet menade en liten andel av medborgarna att skolan var den viktigaste frågan i Sverige. Efter skolans avreglering och marknadsstyrning ökade andelen markant för att nå en topp när OECDs presenterade den svenska skolans nedgång genom internationella jämförelser. Våra analyser av den Nationella SOMundersökningen 2023 visade att den stora majoriteten av medborgarna anser att kvaliteten försämrats i svensk skola. Samtidigt menar opinionen i stort att lärarna är välutbildade och en mycket stor andel vill förbjuda företag att driva skolor med vinstsyfte. Utifrån dessa iakttagelser skapade vi en ”karta” över olika positioner i skolfrågor och undersökte hur medborgarna fördelade sig över dessa. Vi fann tydliga samband mellan medborgarnas skilda positioner i skolfrågor och deras politiska preferenser, yrkesverksamhet, och kön. Vilka positioner som får företräde när skolan definieras som problem blir då en viktig samhällsfråga.

    • The Green Party – With a Scent of Governmental Power In the 2014 national election the Green party (MP) had hopes to become Sweden’s third largest party. Instead it lost voter support from 7.3 to 6.9 percent, but still ended up in government. The following analysis of MP in the 2014 elections depart from the party’s background as a new and alternative party based in the new divi- sions that have emerged due to globalization and the post-industrial society. We argue that this characterizes both the party’s inner workings and its electoral base as its ability to act in the parliamentary arena. At the same time, we note that the party voters still mainly associate the party with environmental policy, which link the election results to the saliency of environmental issues on the political agenda. We conclude by noting that the Green Party can be seen as a very modern party well adapted to the multi-level democracy which today characterizes Sweden.

    • During the last decades, the world has been going through major technological, economic and social changes. The evolutionary process has brought people together through flows of communication into global digital networks to an extent that scientists have started to talk of the rise of a new geological era called "Anthroposcene". The paper “Programming the State – Digital Technology and Institutional Design” focuses on political aspects of the on-going technological transformation bringing us into a digital society. The aim is to discuss the relation between political and technological change by applying historical institutional theory to explain and understand how ideas and ideology are embedded into digital political institutions. The discussion starts by explaining the basic concepts used in historical institutional theory such as path dependency and formative moments. I then turn to a theory of history formulated by R.G. Collingwood, as this help to understand how the formation of political institutions may be studied in terms of a design process. My argument is that in order to understand the design of political institutions we have to include the study of political ideology since ideologies serve as the design plan for specific institutional solutions. If we are to understand the logic of digitalisation we therefore have to be aware of which ideas that are embedded into digital technological solutions. The paper ends with a discussion on the implications that may be drawn by this argument and whether or not it is possible to turn back from a path once chosen to step upon.

    • I den här studien undersöks medborgarnas inställning till olika skolfrågor mot bakgrund av den förändring av skolans styrning i riktning mot avreglering, decentralisering och marknadsstyrning som skett sedan 1990-talet. Data hämtas huvudsakligen från den nationella SOM-undersökningen 2021 som jämförs med uppgifter från tidigare undersökningar. Resultaten pekar på en hög tillit till svensk skola och lärares utbildning men också att en stor andel menar att kvaliteten hos svensk skola försämrats under senare år. Studien pekar vidare på en majoritet för ökad statlig styrning av skolan och för förbud att låta privata vinstintressen styra skolan. Dessa resultat analyseras som preferenser för olika sätt att styra skolan som institution bland medborgarna. De grupperingar som erhålls undersöks därefter närmare utifrån ålder, position i arbetslivet, partipolitiska sympatier och kön. Avslutningsvis förs ett resonemang om opinionens inställning till de styrmodeller som utvecklats inom skolväsendet i Sverige.
