    • When and how do diasporas influence the foreign policy of liberal democratic states? Few studies have sought to conceptualize how diasporas affect strategic bilateral relations between states. We argue that these non-state actors are an increasingly important factor in western liberal democratic societies, which challenge traditional theories of foreign policy. To explore when and how the transnational societal ties and interests of diaspora groups affect foreign and security relations between states, we develop a triadic analytical model of state–diaspora interactions and specify key contextual factors. To illustrate the dynamics at play, we analyse the influence of the Kurdish diaspora in Sweden on Turkish–Swedish bilateral relations in the wake of Sweden's decision to apply for full NATO membership. Our case-study builds on semi-structured interviews as well as news media sources, speeches and official documents. The study shows that the Kurdish diaspora demonstrates an independent role and an ability to shape the policy process due to the permeability of the political system. As a result, the policy-process is becoming more domesticated, thereby constraining the role of the executive. The article contributes important insights to policy-makers and diplomats on what impact transnational state–society relations can have on foreign policymaking.

    • Background Little is known about the help-seeking behaviour and barriers to care among people with depression in poor resource settings in Sub-Saharan Africa. Methods This is a cross-sectional population-based study including 977 persons aged 18-40 living in the Eastern Cape Province in South Africa. The prevalence of depression was investigated with the help of a questionnaire (the Mini International Neuropsychiatric Interview). Several socio-economic variables, statements on help-seeking and perceptions of earlier mental health care were included. Data collection was performed from March to July 2012. Results The prevalence of depression was 31.4%. People aged 18-29 and those with no or low incomes were less likely to seek help. Promotive factors for help-seeking included having social support and tuberculosis comorbidity. Of all people with depression in this sample, 57% did not seek health care at all even though they felt they needed it. Of the variety of barriers identified, those of most significance were related to stigma, lack of knowledge of their own illness and its treatability as well as financial constraints. Limitation Recall bias may be present and the people identified with depression were asked if they ever felt so emotionally troubled that they felt they should seek help; however, we do not know if they had depression at the time they referred to. Conclusions Depression is highly prevalent among young adults in the Eastern Cape Province, South Africa; however, many do not seek help. Health planners should increase mental health literacy in the communities and improve the competence of the health staff.

  • Understanding the role of social capital for mental wellbeing among older adults

    • Previous research applying quantifiable measurements has established significant positive associations between social capital and mental health in older adults. This study aimed to obtain a deeper understanding of the causal mechanisms of social capital affecting mental wellbeing among older people. The study is based on two independent qualitative data materials collected through two focus group interviews and an open-ended question included in a Finnish population-based postal survey. The findings indicate that informal social contacts such as family members and life-long relationships between friends impact the experienced mental wellbeing among older adults due to shared life events, social support, mutual appreciation and trust, as well as a sense of belonging through common social activities. Hence, this study challenges Putnam's idea of social capital as a collective concept focusing on formal contacts and the benefits on a collective level. In addition, the findings highlight the obstacles specific to older adults in maintaining social networks and participation, which should be considered in order to promote mental health in later life. © 2012 Cambridge University Press.

  • Peace research meets implementation studies: the role of implementing actors

    • In spite of a vibrant debate about the genesis, logic and effects of peace operations, peace research remains poorly equipped to account for how policies are implemented and ‘translated into practice’ – issues that have been the focus in implementation studies for nearly five decades. In response, we propose a merger of certain strands of peace research with bottom-up implementation studies, which forefronts the role of ‘implementing actors’, namely, those actors who are granted the discretionary powers to carry out policies in their daily encounter with local counterparts on the ground. Through a case study of peace operations in the Democratic Republic of the Congo (DRC), we show that successful policy implementation depends on that field-based implementing actors are provided with discretionary powers to use their skill, judgement and local knowledge to solve problems and ensure implementation of peace operations on the ground. There is a need for a paradigm change within peace research in order to account for these findings. Better understanding of the daily work carried out by implementing actors in the field makes it possible to avoid many of the pitfalls and shortcomings we have witnessed through several decades of flawed or even devastating peace operations such as the one in DRC.

  • National ownership and donor involvement: an aid paradox illustrated by the case of Rwanda

    • A paradox in current international development cooperation is comprised by the simultaneous insistence on national ownership and far-reaching donor involvement through policy dialogue. In order to better understand this combination of a strong ownership ideal and extensive donor presence, this article explores how national and external actors portray the process of formulating and revising development policies and programmes in an aid recipient country. The study is based on original empirical material from national as well as external actors involved in the aid relation in Rwanda which, despite heavy aid dependence, is known to have achieved relative policy independence. Analysed in relation to three strands of critical thought in previous research, findings show that, in Rwanda, the very top political leadership is actively involved in initiating and formulating policies; that there are instances of negotiation as well as strong disagreements between national and external actors; and that, rather than donors seeking to retain control, Rwanda is depicted as setting its own agenda and effectively managing its donors. The paradox of an ownership ideal combined with donor involvement is thus met by an apparent tendency among national as well as external actors to emphasise national ownership while toning down donor influence.

    • Far reaching decentralisation reform has been launched in Rwanda, intended to contribute to socioeconomic development as well as to reconstruction and reconciliation. While the reform is well in line with the international trend of a 'local turn', the Rwandan government makes a point of not letting donors or other external actors set the agenda. Determined to formulate its own policies, thus claiming 'national ownership', it has, within the frame of decentralisation, launched several development programmes to be locally implemented and to promote local participation and downward accountability. However, the reform and programmes are designed and decided upon in a top-down manner by the central national leadership. This article analyses local experiences and perceptions of decentralisation and related programmes, and investigates whether and how such reform provides for local participation and downward accountability. It concludes that nationally owned reform is not necessarily an alternative to externally initiated and driven reform; neither local participation nor downward accountability was enhanced. The study builds on official policy documents and semi-structured interviews with Rwandan residents and local officials.

    • This article introduces the special section on The Ownership Paradox: Continuity and Change. In the text, we discuss how the principle and requirement of ownership is accommodated and how this may affect international development cooperation, drawing upon the various contributions in the section. The article is structured around the three crosscutting themes of who is to ‘own’, what is to be owned, and how are donor-recipient relations and approaches affected by the urge to demonstrate recipient ownership. Among the issues discussed are variations across aid modalities and groups of donors and recipients, an excessive focus on the organisation of aid at the expense of its contents, and the emergence a of a shared ownership related vocabulary.

    • Despite the growing importance of the concept human security, security studies in Africa remain largely focused on the threat of direct violence and the role of state actors. This article broadens the security agenda by focusing on food security and discusses how women in rural Rwanda experience and view food security. In making individual women the referent of security, the article exposes the gap between national level reforms, which aim to and have been deemed successful to combat poverty and increase food production, and the experiences of women who report a decline in food availability and increased problems in accessing food in the wake of reforms and who often struggle against hunger in a disadvantaged position within their households and local power structures. Building on 51 interviews with women in western Rwanda conducted in 2013 and 2014, the article illustrates how the human security perspective with a sensitivity to gender relations and positions is important for gaining a fuller picture of the security of individuals.

    • This article examines the perceptions and practices of Children’s Case Workers (CCW), employed at the Swedish Migration Board to safeguard children’s interests within the Swedish asylum reception system. The extensive discretionary powers that CCWs enjoy in interpreting and implementing policies are of particular significance. This qualitative study highlights the challenges experienced by CCWs at a regional branch, in their position at the intersection between conflicting policy objectives, and given the contradictions inherent in their professional role as street-level bureaucrats. It outlines the strategies employed by CCWs to manage contradiction and ambiguity, such as adapting to organizational pressures and restrictive norms, and exercising restraint in using their discretionary powers, but also finding ways of resisting when the discord between established practice and personal ethics becomes too great. These strategies shape the ways in which policy gets implemented in everyday practice. While a boost to the new image of the Migration Board as an institution promoting human rights, the CCWs find it difficult to implement children’s rights in the proactive ways envisioned. As a result, in CCWs’ experience, rather than being placed at the centre, children tend to be deported to the margins of daily organizational practice.

    • The right to the enjoyment of the highest attainable standard of physical and mental health is enshrined in many international human rights treaties. However, studies have shown that people with mental disabilities are often marginalized and discriminated against in the fulfillment of their right to health. The aim of this study is to identify and reach a broader understanding of barriers to the right to mental health in the Eastern Cape Province in South Africa. Eleven semi-structured interviews were carried out with health professionals and administrators. The researchers used the Availability, Accessibility, Acceptability, and Quality (AAAQ) framework from the UN Committee on Economic, Social and Cultural Rights to structure and analyze the material. The framework recognizes these four interrelated and partly overlapping elements as necessary for implementation of the right to health. The study identifies eleven barriers to the enjoyment of the right to health for people with mental disabilities. Three categories of barriers relate to availability: lack of staff, lack of facilities, and lack of community services and preventive care. Four barriers relate to accessibility: lack of transport, lack of information, stigmatization, and traditional cultural beliefs of the community. Two barriers relate to acceptability: lack of cross-cultural understanding among staff and traditional cultural beliefs of staff. Finally, two barriers relate to quality: lack of properly trained staff and lack of organizational capacity. The results, in line with earlier research, indicate that the implementation of the right to health for people with mental disabilities is far from achieved in South Africa. The findings contribute to monitoring the right to mental health in South Africa through the identification of barriers to the right to health and by indicating the importance of building monitoring procedures based on the experiences and knowledge of staff involved in mental health care provision.

    • This article builds on the contributions to this special issue by examining different approaches to the local turn and what can be learnt from applying them. The contributors agree on the imperative of understanding 'the local' in peacebuilding; however, there seems to be a multitude of ways forward in this regard. The immediate concern is how this acknowledgement translates into practices that allow for both efficiency and local emancipation in the building of peace. The article suggests giving up the 'one-size-fits-all' model of peacebuilding and engaging in context-based methods and research designs beyond generalisations. One way to go about this is to strive for interdisciplinary research - combining peace studies and political science with social anthropologists and area studies - but also to involve 'the locals' themselves in the process of taking a few methodological steps further.

    • Traditional medicine (TM) and biomedicine represent parallel health systems in many developing countries; the latter dominating in public policies, while the former still retain considerable influence among the general public. This study investigates how mental health care professionals responsible for mental health care implementation comprehend and relate to the intersection between TM and biomedicine in the cases of Rwanda and the Eastern Cape Province, South Africa. The material is based on semi-structured interviews with mental health care stakeholders in Eastern Cape, South Africa and Rwanda. The findings confirm an impact of TM in the treatment of mental health issues in Rwanda and South Africa due to TM being more accessible than biomedical medicine, widespread traditional perceptions of mental illness in society, and the lack of knowledge of biomedical treatments. Furthermore, the respondents identified three strategies to manage the impact of TM; improved accessibility of biomedical facilities, outreach education about mental illness, and, in the Eastern Cape case, collaboration between traditional healers and biomedicine. The study points to the necessity to take TM into consideration as an important component of health systems and policies in the Global south.

    • This paper explores why Syrian civil servants decide to defect from the Syrian bureaucratic apparatus and how regime strength is perceived among these defectors. The paper contributes to existing studies on defection in which the main focus is often on military civil servants, by expanding the scope of the investigation to defections among civilian civil servants working in public administration. The analytical framework of ‘state infrastructural power’ guides the study. The results of the investigation indicate that defections take place, not as a result of perceived regime strength through military and territorial control, but rather as a result of perceived illegitimate rule by the regime. The material consists of semi-structured interviews with 13 high-level civilian civil servants that defected from the Syrian state apparatus between June 2011 and March 2013.

    • The article examines how newly arrived Syrian refugees experience and navigate their encounters with street-level bureaucrats (SLBs) in three urban settings: Adana, Turkey; Gothenburg, Sweden; and Irbid, Jordan. The encounters took place in the context of local government institutions responsible for assisting refugees upon their arrival in the host society. The broader question examined is how refugees respond when experiencing dissatisfaction with their encounters with SLBs in the receiving country. In our analysis, we draw upon the Exit, Voice, Loyalty, Neglect model suggesting different patterns of response to dissatisfaction with public services. We also deploy an additional, understudied response type, Gaming. The degree of satisfaction-dissatisfaction experienced by Syrian refugees and the kind of response strategies they resorted to as a consequence of that experience varied notably from country to country. Syrian refugees in Gothenburg and Adana felt more dissatisfied with and frustrated by their encounters with SLBs than their compatriots in Irbid. The responses of the refugees in Adana were mostly of the Exit and Neglect type. In Gothenburg, on the other hand, interviewees primarily resorted to Neglect and Voice responses, while in Irbid Gaming, Exit, and Loyalty were the most common response strategies opted for to express and act upon one's dissatisfaction.
