    • Perceptual quality metrics are widely deployed in image and video processing systems. These metrics aim to emulate the integral mechanisms of the human visual system (HVS) to correlate well with visual perception of quality. One integral property of the HVS is, however, often neglected: visual attention (VA) [1]. The essential mechanisms associated with VA consist mainly of higher cognitive processing, deployed to reduce the complexity of scene analysis. For this purpose, a subset of the visual information is selected by shifting the focus of attention across the visual scene to the most relevant objects. By neglecting VA, perceptual quality models inherently assume that all objects draw the attention of the viewer to the same degree.

    • The aim of this study was to investigate the utility of baseline plasma interferon-gamma inducible protein-10 (IP-10) levels in human immunodeficiency virus (HIV)-hepatitis C virus (HCV) co-infected patients. Baseline IP-10 was monitored during HCV combination therapy in 21 HIV-HCV co-infected patients (HCV genotype 1 (n = 16), 2 (n = 2), and 3 (n = 3)). Lower baseline IP-10 was significantly associated with a rapid decline in HCV RNA, in particular with the first phase reduction, and similar cut-off levels (< 150 and > 600 pg/ml) as in HCV mono-infected patients apply. In conclusion, baseline IP-10 < 150 pg/ml is predictive of a favourable viral response to HCV therapy in HIV-HCV co-infected patients, and may thus be useful in encouraging such difficult-to-treat patients to initiate therapy.

  • Expanding the Protection of Migrant Children's Rights in the Americas. Judicial Integration of Regional Human Rights Standards

    • The focus of this research brief is to propose a critical analysis of the judicial interrelation (and potential cross-fertilization) between international and regional human rights systems, with particular focus on the effective recognition of asylum-seeking children’s rights within the Inter-American system. In this sense, this study intends to make a contribution towards the better understanding of the emerging role that regional systems have (or could have) in reinforcing and guaranteeing the effective enjoyment of human rights of children in the context of migration processes. It focuses on the pioneering jurisprudence developed by the Inter-American Court of Human Rights in the past years, which has developed an evolutive, dynamic and effective interpretation of the American Convention on Human Rights, under the light of the systemic integration of international human rights law. As a result of this innovative method of interpretation, the regional tribunal has reinforced the interpretational guiding value of various provisions of the UN Convention on the Rights of the Child, paving the way for the enhancement of the level of protection of millions of children in the Americas and expanding States’ positive obligations in relation to them.
