    • This chapter delineates the spaces, positions, strategies, and alliance-making of a composite movement in transnational civil society, which has developed in parallel with, and in intersection with an emerging global governance regime on migration supported by the United Nations, intergovernmental forums, and international organisations. With reference to an overall critical understanding of the political economy of international migration, the chapter charts the changing conditionality of a dominant ideoscape of ‘participatory governance.’ This is complemented by an examination of ideopolitical positions and possibilities for building counterhegemonic spaces through a global social movement, critically confronting a systemic hegemony of ‘managed migration.’

    • Med utgångspunkt i boken Paradoxes of multiculturalism från 1991 gör detta kapitel en tillbakablick på tre decenniers systemskifte. I boken riktades skap kritik mot en rasifiera svensk välfärdsmodell, som är minst lika aktuell idag som den var när det begav sig. Vad som har utspelat sig sedan dess är en gradvis urholkning av välfärdsstaten, ackompanjerad av repressiva krav riktade mot migranter och en regelmssig stigmatisering som beskyller offrem för deras egen utsatthet. Utvecklingen behöver vändas och visionen om att skapa ett samhället som bygger på alla människors lika värde och rättigheter återerövras.

    • The paper focuses on an anti-austerity and anti-racist urban movement, emerging from themultiethnic precariat in Sweden’s most disadvantaged metropolitan areas. It has catalysed thereinvention of a common space with roots in the labour movement of the late 19th century, ThePeople’ House, a meme for contemporary community centres, loaded with hopes of contestingracial stigma and structurally conditioned precarity of citizenship and labour. Scrutinising a specificcase, the authors address the ambiguous emplacement of a People’s House in a Stockholmwrought by financialisation, polarising processes of segregation, the commodification of welfareinstitutions and interventions by competing NGO coalitions in a post-political age.

    • The article explores movements for social transformation in precarious times of austerity, dispossessed commons, and narrow nationalism. The authors contribute to social theory by linking questions by critics of “post-politics” to precarity studies on changing conditions of citizenship, labour and livelihoods. They discuss an ambiguous constitution of precariat movements in the borderlands between “civil” and “uncivil” society and “invited” and “invented” spaces for civic agency, and posit that contending movements of today are drawing intellectual energy from past movements for democracy, recognition and the common. The paper discusses the issue of an urban justice movement in Sweden emerging from the precariat in this formerly exceptionalist welfare state’s most disadvantaged urban areas. With its vision of reconstructing commons with roots in the working class movement, it has put forward claims for an egalitarian and non-racial democracy while confronting politically grounded frames of institutional conditionality.

Through a review of current research advances relating to the ideopoliticalprocesses leading up to the confirmation of the Global Compact for Migration, and thesubsequent International Migration Review Forum, the authors ask what space there is forcivil society in the global governance on migration? Therefore it explored potentials andpitfalls of the memento of «human rights» related to the claims of civil society.
