    • This paper considers the unfolding of Smart Specialisation Strategy (RIS3) in one of Europe's innovation-leading metropolitan regions: Stockholm, Sweden. Theoretically, it contributes to debates around change agency and reflects more broadly, which implications arise for metropolitan innovation-leader regions and which are of more generic nature. It argues that actor endowments, dense networks, experience with participatory governance processes and good governance are not sufficient for a successful implementation of RIS3. It finds that transformative regional innovation policy is contingent upon the adequate empowerment of change agents rather than on general regional preconditions.

    • This chapter seeks to explore the accessibility challenges of rural-to-urban commuting in V?sterbotten, one of Sweden’s most sparsely populated areas. By employing the case study approach, the chapter aims to obtain a comprehensive understanding of how the improved governance of public transport might contribute to bridging the rural-urban gap. It considers institutional conditions for the realisation of transport solutions, indicating the importance of streamlining mandates between institutions involved in the transport planning process. The chapter concludes with a discussion on how a holistic and coordinated approach to regional transport planning may contribute to urban-rural labour market development and combat the lack of highly skilled workers in accessible rural areas through the introduction of more attractive inter-municipal transport solutions.

    • The Nordics have a long tradition of second homes. Regular retreats to rural areas by people from the towns and cities are quite common. This in turn has a significant impact on small towns and rural municipalities, as well as their economies – not least, because the size of the population using services and infrastructure in the area varies greatly during the course of the year. About half the population of the Nordic Region has access to a second home, which is used during the summer or winter season and increasingly at weekends. The variability of the population due to second-home usage or tourism is still largely ignored in policy and spatial planning in the Nordic countries.Based on an analysis of Nordic statistics and qualitative fieldwork in five Nordic municipalities, this chapter seeks to investigate how second homes and seasonal tourism are now being embraced as part of the Nordic spatial planning and policy agenda. It also looks at the implications of second homes and seasonal tourism for urban–rural integration throughout the Nordic region.
