    • Purpose – The public sector seems to have a culture and structure for control and improvement of ongoing activities but lacks the culture and structures for innovation. Thus, capacity development among public sector employees can be an important method for the development of better conditions for innovation. The purpose of this paper is to identify key factors affecting the achievement of good results when municipal and regional organisations carry out capacity development of employees with the aim of creating greater leeway for innovation in their organisation.Design/methodology/approach – The study behind this paper has looked at four different concrete cases, which have applied essentially different methods for capacity building for innovation issues. A qualitative research method was used. Data were collected via semi-structured interviews with 39 respondents. The analysis of the information revealed in the interviews was carried out through a thematic analysis in three steps.Findings – The study shows that action learning makes it easier for employees to turn knowledge generated through action into reality. The study also shows that it seems difficult to work from a digital communication platform if the platform is not combined with physical meetings. The study shows that committed and hands-on leadership is very important, that there is a need for strategic communication related to the capacity development effort including clarification and definition of what innovation means in the local context.Originality/value – This paper shows a number of important aspects to consider when municipalities and regional organisations plan their capacity development initiatives in innovation. By taking these into account increases the ability of public organisations to develop and adapt their operations and deliver high quality and value-adding services to the citizens.

    • Background: The internet of things (IoT) is recognized as a valuable approach to supporting health care to achieve quality and person-centered care. This study aims to identify the facilitators and barriers associated with implementing IoT solutions in health care within a Scandinavian context. It addresses the pressing need to adapt health care systems to the demographic changes occurring in Scandinavia. The vision of "Vision eHealth 2025," a long-term strategic direction for digitalization in Sweden, serves as the background for this project. The implementation of IoT solutions is a crucial aspect of achieving the vision's goal of making Sweden a global leader in using digitalization and eHealth opportunities by 2025. IoT is recognized as a valuable approach to supporting health care to achieve quality and person-centered care. Previous research has shown that there is a gap in our understanding of social and organizational challenges related to IoT and that the implementation and introduction of new technology in health care is often problematic.Objective: In this study, we will identify facilitating and hindering factors for the implementation of IoT solutions in social and health care.Methods: We will use an explorative design with a case study approach. The data collection will comprise questionnaires and qualitative interviews. Also, a literature review will be conducted at the start of the project. Thus, quantitative and qualitative data will be collected concurrently and integrated into a convergent mixed methods approach.Results: As of June 2023, data for the review and 22 interviews with the stakeholders have been performed. The co-design with stakeholders will be performed in the fall of 2023.Conclusions: This study represents a unique and innovative opportunity to gain new knowledge relevant and useful for future implementation of new technology at health care organizations so they can continue to offer high-quality, person-centered care. The outcomes of this research will contribute to a better understanding of the conditions necessary to implement and fully use the potential of IoT solutions. By developing cocreated implementation strategies, the study seeks to bridge the gap between theory and practice. Ultimately, this project aims to facilitate the adoption of IoT solutions in health care for promoting improved patient care and using technology to meet the evolving needs of health care.

    • This article describes cooperation between authorities and universities in order to increase innovation capacity and thereby achieve change in performance and execution for better contribution to a sustainable future. Through action research, the authors have developed new knowledge about dialogical organisational development as a method for increasing innovation capacity. The paper recognises that administrative and adaptive leadership must work together effectively if organisations are to function properly and that the complexity cannot be controlled with complicated systems; adaptation is more important than fixing administrative structures. There is a need for a dynamic relationship between the formal and the informal in organisations—between top-down administrative forces and complex, adaptive and emergent forces. The study also shows that there is a need for a wider range and simultaneous use of management models adapted to different contexts and needs.

  • What Managers Find Important for Implementation of Innovations in the Healthcare Sector : Practice Through Six Management Perspectives

    • Background: There is a growing expectation that many health organisations will implement innovations. One obstacle for innovative ideas to have an impact on the healthcare system in practice seems to be difficulties in the implementation phase. There is a lack of concretization of theoretical perspectives related to implementation of innovations. The research question answered by this article is: Which enabling factors can facilitate the specific step of moving from idea generation to implementation in a healthcare context?Methods: The research was carried out with a qualitative action research methodology where the researchers took part in the innovation implementation project. The authors of this article were part of a collaborative innovation implementation project involving approximately 54 practitioners. The project was run by five stakeholders: (1) the Division of Assistive Technology in the Dalarna County Council Regional Healthcare Administration, (2) the Habilitation Division, (3) the Division for Home Care and Social Services in the municipality of Leksand, (4) Dalarna University, and (5) Uppsala University. Through a ‘Pearl growing’ technique six implementation management perspectives were, as a framework, identified and presented for the practitioners. The practitioners worked further to concretize these six perspectives. Data was collected through five workshops and collaborations between the researchers and the practitioners. Data was clustered regarding what the managers want to achieve within these six perspectives (ideal situation) and the main means for reaching this situation.Results: The study underlying this article generated 35 concrete enabling factors for successful innovation implementation, distributed over the initially presented six theoretical perspectives.Conclusion: Concretizing management principles into enabling factors shows, on the one hand, that the theoretical principles have practical value, but on the other that they must be adopted to the specific circumstances of each organization, and that too abstract principles can hardly be operationalized.

    • Artikeln beskriver nätverkandets roll för att skapa innovationsförmåga, vilket i sin tur behövs för att möta målen för Agenda 2030. Konventionella idéer om ledarskap är inte tillräckliga för att svara på dagens komplexa organisatoriska utmaningar. Mellan 2016 och 2018 genomförde Dalarnas Hjälpmedelscenter ett innovationsprojekt där nätverkande med verksamhetens målgrupper, berörda medarbetare och andra intressenter stod i centrum. Av detta lär vi att en typ av nätverkande behövs i idégenereringsfasen av innovationsprocessen och en helt annat typ av nätverkande behövs i implementeringsfasen. Vi ser även att ledning av innovationsprojekt som förväntas leda till innovativa systemlösningar ofta kolliderar med befintliga administrativa verksamhetssystem vilket utgör en utmaning när mer långsiktiga kvalitetsmål idag ofta nås genom flexibla, adaptiva och snabbrörliga system.

  • Open spaces for co-creation : a community-based approach to tourism product diversification

    • Despite generalised global recommendations, local communities are rarely involved in defining strategic tourism development options. Similarly, methodologies to facilitate these processes of co-creation have not been adequately implemented, tested, and generalised. This study aims to contribute to this body of knowledge by assessing the potential of a participatory planning method centred on the strategic diversification of tourism products. Focusing on the Swedish island of Gotland, where tourism dynamics partly depend on the visits to the Hanseatic town of Visby by cruise ships, a workshop based on an Open Space Methodology (OSM) was implemented, involving local entrepreneurs, representatives of organisations, students, and international researchers in tourism (an original contribution). The results revealed that these “coopetition” processes can contribute to identifying problems and determining possible solutions. In our case, these options can be framed within the concept of “penetration” (modifications and increasing promotion of existing products to the existing markets) involving aspects related to physical and digital infrastructures, along with partnerships and collaborations amongst stakeholders. Overall, this study reveals that the interaction between members and non-members of the local community appears crucial for the emergence of innovative ideas.

    • Energy communities (ECs) is a concept which has been around for decades in various forms, but which has not been explicitly defined or regulated by policymakers until the introduction of the Clean Energy for all Europeans package in 2019. Since then, the EU provides a legal framework for ECs which will guide the creation and management of ECs within member states. From a policy perspective, an EC is regarded as a way to organize collective energy actions in an open and participatory way to provide benefits for members of local communities and opportunities for citizens to get engaged with the transformation of the energy system. In a broad sense, the aim is formulated in terms of enabling a transition towards a "clean and fair” energy system. The policy aspirations for ECs seem to be many and diverse, including technical, economic, social and organizational, referring to a set of different values such as effective use of resources, social equity, and ecological sustainability. In technical and economic terms, EC's are supposed to enable clusters of actors to collectively invest in technology for renewable energy systems and share coordination benefits of more diverse energy use patterns, energy storage solutions and production units. Socially, ECs are expected to increase the acceptance of and support for the transition towards a renewable energy system by involving and empowering citizens, thereby helping to address issues such as poverty, social equity and “energy segregation”. Moreover, within the EU policy discourse, ECs are conceived as policy instruments for implementing EU’s energy goals, as actors on energy markets and as a part of civil society and local communities at the same time.Evidently, ECs are expected to produce a multitude of societal benefits, but the extent to which these policy aspirations are heard and translated into practice remains unclear. In this paper, we present a mapping of how the concept of ECs is understood and reported in the research literature, published from 2015 until 2021. The aim is to categorize and assess existing understandings of ECs, and to show which aspects have been considered when ECs have been discussed and practiced. More specifically, we pose the question of whether the policymakers’ social aspirations of ECs have been forgotten.
