    • As China's military muscle -particularly its naval power - strengthens rapidly even to challenge the existing US dominance in the Asia Pacific, the region is increasingly marked with disputes and political instability, especially in the recent maritime disputes in the South- and East China Sea and the Yellow Sea. China's firm support of North Korea's attacks against South Korea in Cheonan and Yeonpyeong incidents might trigger resumption of the Korean War yet to end, or a prelude to a new Cold War. Also, by abusing its rapidly growing economic and military power, Hu Jintao's China is assuming a highly aggressive stance to its neighboring countries geopolitically important to China, who are rich in natural resources yet politically vulnerable, such as North Korea and Myanmar. If Japan's Manchukuo policy in the 1930s is interpreted as (1) a large investment in economic infrastructure for extracting natural resources, (2) military interventions for protecting economic interests, and (3) social-political absorption by means of a puppet government, China's current strategy toward its neighboring countries can be well explained with such a historical model. It has similar effects in terms of incremental and discreet expansion of its strategic front initially disguised as investment for industrial infrastructure or ”economic cooperation”. This indicates that China is a new imperial power, notwithstanding its rhetoric of ”peaceful rise” or ”peaceful development”.

    • Dr. Masako Ikegami looks at the NATO-Japan relationship and offers her recommendations for improving East Asian security. The NATO-Japan partnership, which has been developing steadily since the early 1990s, has entered into a new phase. It is time for Japan and the Alliance to assume greater responsibilities together, and to engage more actively to promote global security and peace. The relationship is on the right track, but a clear joint vision and roadmap are needed in order to enable these crucial next steps.

  • Connecting adaptability strategies to building system lifecycles in hospital retrofits

    • PurposeThe fast advancement of medical technology and processes poses challenges to hospital construction and management. The purpose of this paper is to provide a structured approach to advancing adaptability in hospital retrofits, proposing the preferable timing and scope of different adaptability strategies.Design/methodology/approachA qualitative research approach was chosen, with 28 semi-structured interviews designers, project managers, clients and healthcare professionals as the primary research data.FindingsThis paper presents a model for planning for the future in hospital retrofits. The model includes 11 different adaptability strategies, categorized based on the level of adaptability. Furthermore, each strategy is linked to an open building system level, indicating the appropriate timing. Based on the findings, generality strategies in the tertiary building system level are the most effective forms of adaptability, as they are easy to implement and answer to non-specific changes in hospital operations.Research limitations/implicationsThe findings contribute to existing knowledge on adaptability in buildings, and provide practical guidance particularly for designers. A new type of service offering, an adaptability roadmap detailing the scope and timing of adaptability, is suggested.Originality/valueThe paper contributes to the existing research by detailing different approaches and knowledge related to adaptability and its strategies in hospital retrofits. More specifically, the three-fold categorization of adaptability is linked to both timing and intrusiveness in a novel way.

    • We consider an M/M/1 status update system consisting of two independent sources and one server. We derive the average age of information (AoI) of each source using the stochastic hybrid systems (SHS) technique under the following packet management with self-preemptive serving policy. The system can contain at most two packets with different source indexes at the same time, i.e., one packet under service and one packet in the queue. When the system is empty, any arriving packet immediately enters the server. When the server is busy at an arrival of a packet, the possible packet of the same source in the system (either waiting in the queue or being served) is replaced by the fresh packet. Numerical results illustrate the effectiveness of the proposed packet management with self-preemptive serving policy compared to several baseline policies.

    • This article investigates how prominent preachers within Sweden’s most active puritan Salafi group, Islam.nu, relate to COVID-19. The article analyzes material published online between March 1, 2020, and July 31, 2020, which is herein divided into three categories: rhetorical responses, social responses, and theological responses. Salafism is often presented in academic literature and by the media as a current that is at odds with the majority society. The material analyzed shows that the Salafi group upon which this article focuses can rhetorically criticize certain expressions in the majority culture while simultaneously emphasizing the importance of heeding the recommendations of the Swedish authorities. Islam is presented both as an alternative and as a complement. The material also shows how the strong emphasis on proselytizing that is typical for Islam.nu is also apparent in relation to COVID-19.

    • Most object manipulation tasks involve a series of actions demarcated by mechanical contact events, and gaze is typically directed to the locations of these events as the task unfolds. Here, we examined the timing of gaze shifts relative to hand movements in a task in which participants used a handle to contact sequentially five virtual objects located in a horizontal plane. This task was performed both with and without visual feedback of the handle position. We were primarily interested in whether gaze shifts, which in our task shifted from a given object to the next about 100 ms after contact, were predictive or triggered by tactile feedback related to contact. To examine this issue, we included occasional catch contacts where forces simulating contact between the handle and object were removed. In most cases, removing force did not alter the timing of gaze shifts irrespective of whether or not vision of handle position was present. However, in about 30% of the catch contacts, gaze shifts were delayed. This percentage corresponded to the fraction of contacts with force feedback in which gaze shifted more than 130 ms after contact. We conclude that gaze shifts are predictively controlled but timed so that the hand actions around the time of contact are captured in central vision. Furthermore, a mismatch between the expected and actual tactile information related to the contact can lead to a reorganization of gaze behavior for gaze shifts executed greater than 130 ms after a contact event.
