    • Today reuse of business process models is becoming increasingly important. One of the proven solutions for reusing business process models is the use of repositories. Repositories should have process models and process metadata that can help users in searching, understanding, and interpreting process models. The purpose of this paper is to propose a Business Process Metadata Model (BPMM) that would facilitate a) locating process models, b) understanding and/or interpreting process models, and c) navigating a process model repository. In order to evaluate the BPMM, an empirical study is conducted to measure consistency and correctness of annotating business processes by using BPMM.

    • Business-IT alignment (BITA) has gained attention during the past few years. As a result, a number of theoretical models that can be applied as supportive tools for assessing different components of BITA have been developed. However, most of these efforts have been produced either in Anglo-Saxon Countries or rooted in the experiences gained from these countries. Consequently, they ignore the factor that is subjected to change due to difference in cultural contexts. Therefore, the purpose of this paper is to investigate the impact of organizational culture on achieving BITA and influences its maturity. The research method and process that was followed, namely an in-depth literature survey followed by an empirical study of 51 Swedish multinational organizations.

    • Technological and business-model related developments have continued to push the view that services and not software packages are the upcoming commodities within IT. This can be seen in the wide-spread adoption of Service Oriented Architecture (SOA) as the de-facto standard for new systems, and the radical increase in Software as a Service and other Cloud Computing based technologies as the business-models of choice for IT procurement. This” turn-to-services” brings with it promises of a better fit between IT supply and the changing demands of customers, and an increased competition between interoperable services in the market. Public Sector IT Procurement (PSITP) has yet to see mainstream adoption of these new business-models, yet the promises of reduced price and increased fit are still there. This paper builds on the assumptions that high switching cost is a factor that reduces the competition on the market for PSITP (Porter, 1980; Frendell, 1995). The paper presents a design science (Peffers et al, 2007) approach towards studying PSITP switching costs. A model for estimating switching cost is developed and a roadmap for demonstrating and evaluating the model is presented.

    • Public sector IT procurement has received limited interest from the research community, despite the vastness and importance of the phenomena. Following contemporary developments in a “turn-to-services”, with more and more of the total IT environment being supplied through cloud-based delivery models, this paper explores the potential in using switching costs as an approach for studying public sector IT procurement. Through presenting and contrasting two theoretical models for switching cost estimation, this paper discusses the use of switching costs as a perspective in the study of public sector IT procurement of cloud-based services. As the results show, switching costs is a valuable way ahead, and the paper lists some design implications for research into the field.

  • Intangible Performance in a Theater : Directing the Audience of Reports

    • In an organization where performance is perceived to be difficult to measure, the paper studies how the performance information producer relates to the measurement dilemma in reporting by numbers to information users at different levels of distance. The paper is a case study of measurement practices, from the perspective of the information producer, focusing on the top management level in a publicly funded theater. The qualitative research design incorporated interviews, participant observations and document analysis. The analysis draws mainly from literature in measurement and intangibles. In the study, an anxious use of numbers in reporting to distant information users illustrates how the confidence in reporting numbers regarding intangibles is related to the (dis)trust in external users’ second-order measurement practices, and the (lack of) control of users’ framing of measurement. The case reveals efforts made for controlling external users’ framing of reported numbers, implicating how accountability relations and long-distance control by numbers may work bi-directional.
