- This paper examines both how Swedish immigrant policy has changed over time and the policy outcome in terms of political participation and representation. More specifically, it addresses the question about voting and eligibility rights granted to non-citizen immigrants in Sweden, and to what extent the implementation of such ‘semi-citizenship’ rights, has been successful. In addition, it discusses the emergence of descriptive representation as a possible shift in focus – from political rights to claims for presence – for how political integration is discussed and evaluated.
