  • The aim of the present work is to analyse the origin, the structure and the function of temporary political organizations (TPO) in a modern democracy. The TPO'sare defined as unstable and autonomous interest groups, which articulate oppositional political demands e.g. action groups and local parties. A great number of TPO's emerged during the 1960's and the number of action groups in Sweden could be estimated to 800-900 in the year 1975. In addition there were some 50 local parties represented in city councils.The study is divided into eight parts. It is primarily based on data from field research, for instance surveys and series of interviews. The analytical framework draws heavily upon Michael Lipsky's model of political communication for powerless groups. The first part consists of a broad analysis of different concepts and alternative ways of looking at the function of the TPO's. In the second part there isa discussion of different properties of the social and political developments in the 1960's, which might explain the emergence of the TPO's. The third chapter examines the structures and activities of differen tkinds of Swedish action groups. The fourth part delves into news coverage of action groups in the daily press. The fifth chapter deals with the attitudes towards action groups among the citizenry. The sixth part describes attitudes of local decision-makers toward action groups. The seventh chapter consists of an examination of the local parties in Sweden. The last part summarizes the results of the empirical investigations and generates some general hypothesis abou tthe structure and the function of the TPO's.
