Knowing and the Art of IT Management. An inquiry into work practices in one-stop shops

• New information technology is developing faster than the models, metaphors and methods in use for conceptualizing the sharing and managing of information in organizations, in communities and in society in general. The way we utilize information technology today does not seem to succeed in supporting the everyday work practices through which organizations accomplish their work. In this Ph.D. dissertation, the results of a research project about skill, cooperation and computer support in public service one-stop shops are presented and discussed. Based on these results, alternative metaphors are presented for understanding the constructive aspects of front office work practices. One hypothesis is, that there is added value in not only being aware of multiperspectivity as an issue, but of making use of it in design. A problem here is that many traditional research methods, as well as most methods for systems development, are designed to diminish rather than make use of ambiguity and diversity. The metaphor of inverted indexicality of language is introduced in order to conceptualize the construction of meaning in action. New ways of conceptualizing IT management for the shop floor - including design issues - are proposed. Metaphors like 'the art of IT management', 'gardening' and 'caring for' are indicative of the issues at stake.

• Popular Abstract in Swedish Informationsteknologin utvecklas i allt snabbare takt. Däremot tycks utvecklingen ske långsammare när det gäller de modeller, metaforer och metoder som används för att beskriva och förstå hur information sprids och hanteras i organisationer, i kommuner och i samhället i stort. Använder vi egentligen IT på ett effektivt sätt i det dagliga arbetet? I den här avhandlingen presenteras resultaten från ett forskningsprojekt om yrkeskunnande, samarbete och datorstöd på medborgarkontor. Några alternativa metaforer presenteras i syfte att lyfta fram och undersöka det kontinuerliga konstruktiva organiserande som sker i vardagen, och som utgör grunden och förutsättningen för hela organisationens existens och fortbestånd. Tvetydighet och mångfald har inte alltid uppskattats i forskningssammanhang eller vid traditionell systemutveckling. Många av de metoder som brukar tillämpas går mer eller mindre ut på att att minska mångfalden och tvetydigheten i det material man arbetar med, snarare än att utnyttja det för att öka insikten om och förståelsen för de komplexa sammanhang man studerar och/eller intervenerar med. I avhandlingen föreslås några nya metaforer för att förstå vad IT management - här betraktad som kontinuerlig design, utveckling och underhåll av informationsteknologi i användning - handlar om. Metaforer som 'IT management som konst', 'trädgårdskötsel', 'att omsorgsfullt vårda' diskuteras som ett sätt att öka förståelsen för behovet av att utveckla och underhålla lokal design- och support-kompetens som stöd för effektivare användning av IT i det dagliga arbetet.
