  • Can digitalization mitigate barriers to intermodal transport? An exploratory study

    • Although it offers both economic and environmental advantages particularly for long-distances, intermodal transport is still not utilized effectively, and it is challenged by many barriers to its utilization. On the other hand, the transport sector is influenced by recent trends, such as digitalization, Industry 4.0 and many technological innovations are introduced, aiming to transform the way of doing business. Therefore, understanding digitalization's potential to solve the transport sector's struggle for a higher degree of integration between different modes in intermodal transport is important. The purpose of this paper is to investigate the potential of different digital tools in mitigating barriers for increased utilization of intermodal transport. Semi-structured interviews and a policy Delphi study combined with a brainstorming session are conducted to classify various barriers for intermodal transport under certain categories and to understand if and how selected digital tools could help to mitigate these barriers. Findings indicate that the multi-actor nature of intermodal transport networks results in varying perceptions related with digital tools and technologies. This variance acts as a hindrance for digitalization within the conservative context of transportation industry and its cost-based competition structure. Adoption by market leaders, demand from intermodal transport buyers, vertical integration in intermodal transport chains are potential mitigation factors for elimination of barriers to digitalization in intermodal transportation.

  • Comparative Australia and New Zealand Short Haul Rail: The Importance of Dry Ports

    • Intermodal transport is generally considered to be viable on markets with larger flows or longer distances; with break-even distances of 500 km or more. However, due to cost of congestion and growing environmental constraints, but also due to competition between seaports, the break-even distance for inland intermodal transport could be very market dependent. A dry port - intermodal terminal with direct rail connection to a seaport - is a potential solution for better seaport inland access based on short haul rail. Therefore the purpose of this paper is to investigate the viability of rail on short distances trough use/implementation of close dry ports. The studied ports in Australia and New Zealand, with their close intermodal terminals, show feasibility of rail on distances shorter than 200km and confirm that the break-even distance for intermodal transport to/from seaports’ hinterland is very market dependent.

  • Developing Dry Ports Through the Use of Value-Added Services

    • The growth of containerised sea transport has caused a demand for improved efficiency and increased capacity in the transit through seaports as well as in the transport to and from seaports in the hinterland. To stimulate the development of those seamless intermodal transport chains, the concept of dry ports has been established. The purpose of this paper is to analyse how value-added services can support the transformation of a conventional inland terminal into a dry port and how an existing dry port can be further developed through the use of value-added services. This conceptual paper combines literature from the field of dry ports with literature addressing value-added services, with data obtained through interviews with actors in the transport system. The conclusions indicate that the development of dry ports and their viability may depend on different value-added services being available at the dry port, however only once the infrastructure and basic services are in place. Furthermore, the availability of value-added services may increase the dry port’s attractiveness. This paper provides a platform for further research on the importance of value-added services for dry ports’ development.

    • An increase in sea freight flows generates an almost proportional increase in inland freight flows, and what takes place inland will influence the ability of intermodal transport systems to further accommodate the growth of international trade. This could be facilitated by dry ports, which have been developed to support seaport operations as well as the overall operations of intermodal transport systems. The aim of this paper is to develop the Wilmsmeier et al. (2011) framework of directional development by taking into account development over time. The purpose is to contribute to the understanding of the development of seaport–dry port dyads by the analysis of two in-depth case studies from Northern Europe. A qualitative research strategy is applied to increase understanding of the development. The results contribute to earlier studies of spatial development of seaport–dry port development by taking into account development over time and by increasing the understanding of the actors, the types of dry ports and the services influencing the development of the dyads.

  • Seaport–Dry Port Dyads Cases from Sweden and Finland

    • Purpose Dry ports have been developed, among other, to support seaport operations and sustainable development of international transport systems. The purpose of the paper is to increase understanding of service systems of seaport-dry port dyads by describing their development and service offerings. Design/methodology/approachQualitative research strategy was applied to provide in-depth analysis of two seaport-dry port dyads. The data for the cases was collected through face-to-face and phone interviews. FindingsIn the two cases the roles of dyads vary, in the Finnish case the dyad serves Russian markets and Trans-Siberian Landbridge, while in the Swedish case the dyad mainly facilitates domestic hinterland operations and relives congestion. The results show that development of the dyad could also be a two-way collaboration between seaport and dry port.Research limitations/implicationsEmpirical data was collected from two seaport–dry port pairs. This is a first step for development and service system analysis of seaport-dry port dyad concept. In the future, a more comprehensive view of the seaport-dry port service systems could be obtained through additional case studies.Originality/valueIn this study we introduce a new approach of seaport – dry port dyad having focus on the dyadic relationship. Thus, this study contributes to theory of development and understanding of the concept of seaport – dry port dyads through the description of their service systems and thereby adds to knowledge on the development of the concept.

    • The evidence base evaluating post-privatised commercial ports is virtually non-existent, especially with respect to sustainability and environmental performance. Despite acknowledged methodological limitations, a case study approach is adopted using Port Botany, Australia, as an example of a “privatised” port. In the post-privatisation period from 2013, we examine the respective roles of the public and private sectors in terms of legislation, policies and practice. How has NSW Ports responded to challenges of sustainability and environmental regulation within the port’s jurisdiction? to what extent have governments continued to be involved in planning and investment in the logistics chain to support the import and export of containers? and what are the relative costs to the private sector and the government to achieve more efficiency? The methodology involves material retrieved from websites, government and company reports, and discussions with key informants to verify the factual robustness of our findings. The findings show that the pre-privatisation environmental and regulatory framework has been effective, and that NSW Ports have been part of an Australian-wide ports initiative to implement best practice on climate change, and on economic, social and environmental sustainability countering claims in the literature that privatised ports put shareholder’s profits before the “greening” of ports. Despite Port Botany being privatised, Governments continue to enhance the efficiency of the logistical supply chain through policies and investment in transport access to the port via inland intermodal terminals.

    • Purpose:In the UNESCAP Intergovernmental Agreement on dry ports the Government of Myanmar has nominated Mandalay as a potential site. A critical evaluation of this dry port concept is undertaken. Additional policies are investigatedto support the implementation of this dry port. Design/methodology/approach:A summary of the success factors in the planningand operation of dry ports based on international literature is presented. Supporting policies are identified including special economic zones (SEZ). Data collection from stakeholders is conducted through interviews in Myanmar in 2012-13. A qualitative assessment of the Mandalay dry port location is made based on success factors, supporting polices and findings from the interviews.Findings: The ASEAN Master Plan for Connectivity necessitates streamlining sectoral strategies with reference to multimodal transport systems and dry ports inorder to enhance intra- and extra-ASEAN connectivity. A Roadmap for the Integration of Logistics Services was endorsed in August 2008 to strengthen ASEAN as a single market and to enhance its competitiveness through trade and transport facilitation. Major transport corridors must be integrated with economic development corridors that can be supported by the planning processes for successful dry ports and special economic zones (especially the strategic and master planning exercises to beundertaken by governments). Originality/value: By taking an integrated, cross-sectoral approach to the planning of freight transport, logistics and land use the paper identifies the successcharacteristics to minimise risk to both public and private sectors with dry port development.

    • The basic idea behind the concept of a dry port is a more efficient seaport access, movement of the seaport’s interface inland with the shift of flows from road to rail. The application of the concept results in a reduction of road transport to/from the seaport together with the associated broad social and environmental benefits. This paper examines the complex factors influencing the timeframes and location of close inland intermodal terminals with dry port characteristics - metropolitan intermodal terminals, as they are usually referred to - and their implementation, with a case study of the Sydney metropolitan region and Port Botany, Australia. The issues surrounding suburban freight terminals are a sub-set of the wider social and environmental problems of the interactions of seaports with their hinterland. Port Botany and its close inland intermodal terminals are very distinctive: there are very few ports in the world with such a well-developed network of close inland intermodal terminals. Nevertheless, the Moorebank terminal was first mooted in 2003 but the latest plans anticipate operations commencing in 2018. The paper illustrates some problematic aspects of long timeframes for the development of significant freight infrastructure.

    • Chapter 5: Port and Hinterlands: The Combined Infrastructure Costs of Seaports, Intermodal Terminals and Transport Access, Port Botany, Sydney  The fifth chapter commences with a review of the literature on intermodal terminals (dry ports). It then examines the symbiotic relationships between port and hinterland, including investment costs (in current Australian dollars using an inflation calculator), with an historical case study that focuses on Port Botany in Sydney, Australia’s second largest container port. The historical backdrop is important for researchers to understand the social, economic and environmental effects of port locational decisions on its hinterland. Specifically, the development of Port Botany has been associated with environmental and social conflicts due to landside constraints and community action. The problem of increasing container volumes handled in seaports requires adequate land to be available nearby or in the immediate hinterland for port-associated functions with efficient inland multi-modal transport access.
