    • The issue considered in this study is whether there is misreporting in official data on disability status. While there is a rather large literature on misreporting of self-assessed disability, evidence regarding register data is scant. It seems to be a widely held view among researchers that, since individuals out of work are inclined to respond towards poor health, it would be best to have official data provided by the relevant administrative bodies. But we argue that such administrative data should be regarded with some suspicion, since the administrators also may have incentives to misreport. The empirical evidence, based on a large sample of Swedish jobseekers, suggests systematic misreporting by the Public Employment Service of official disability measures due to incentives to misreport disability.

    • Based on a large-scale survey of Swedish firms, the authors identify significant heterogeneity in their attitudes towards refugee hiring, job performance, wage setting and discrimination, though experience of employing refugees reduces negative attitudes. Firms' reasons for discontinuing their employment of refugees are not related to discrimination by staff or customers, but rather to refugees' suboptimal job performance. While the majority of firms do not regard the collectively agreed minimum wages as an important obstacle to the hiring of refugees, firms with a large share of refugees on the payroll report that reducing those wage rates would enhance employment substantially.

There is a greatdeal of heterogeneity in attitudes, but experience of having refugees on the payroll reducesnegative attitudes to them. Firms’ reasons for ceasing to have refugees as employees are notrelated to discrimination of refugees by staff or customers, but rather to poor job performance.While most firms agree with statements that wage cuts negatively affect worker cohesion,effort or the quality of applicants, employers who consider such cuts as employmentenhancing tend to not agree.#

  • Minimum wages and the integration of refugee immigrants

    • This paper is the first to estimate the effects of minimum wages on the unemployment of refugee immigrants. The collectively agreed minimum wages raise both the incidence of unemployment and days in unemployment considerably for male refugees in Sweden; different estimation methods and models yield robust elasticities in the 1.8–2.0 range. The effects for young male natives are about half as large. There are heterogeneous effects with regard to country of origin and time of residence in Sweden for both male and female refugees. We account for spatial trends – a concern in some of the recent literature – as well as industrial trends. It turns out that only the latter affect our results.

  • Self-employment among in-movers and stayers in rural areas : Insights from Swedish register and survey data

    • Our use of longitudinal register data combined with a unique survey allows us to offer a more comprehensive picture of rural self-employment than in previous studies. We find that self-employed in rural settings are more likely than those in metropolitan regions to employ others, but self-employment rates in rural areas are lower. There is substantial heterogeneity among the rural self-employed; in-movers are quite different from stayers in terms of their perceptions of the conditions necessary for business success and their employment practices. Policy initiatives aimed at fostering development in rural areas should consider these distinctions.

    • We use a reform in the Swedish employment protection legislation (EPL) that decreased dismissal costs for small firms only, to investigate the effect of EPL on the propensity to hire workers who were unemployed or in active labor market programs (ALMPs). The results indicate that less stringent EPL increased the share of workers hired from unemployment. In addition, our results suggest that transitions from some ALMPs to employment increased. Taken together, our results suggest that there was less screening of new hires after the reform, and that liberalization of EPL mitigates the stigma associated with unemployment and participation in ALMPs.

    • Denna artikel diskuterar nationalekonomisk forskning om de svenska turordningsreglerna. Vi visar att dessa inte är ett spel för gallerierna, vilket ofta hävdas, utan har betydande effekter på arbetsmarknadens funktionssätt. Den uppluckring av turordningsreglerna som genomfördes 2001 ökade företagens personalomsättning och produktivitet samt minskade de anställdas frånvaro. För grupper med en svagare position på arbetsmarknaden och som har lång anställningstid i förhållande till andra på företaget tycks även turordningsreglerna skydda mot uppsägningar och leda till högre löner.
