    • Net-zero targets imply that continuing residual emissions will be balanced by carbon dioxide removal. However, residual emissions are typically not well defined, conceptually or quantitatively. We analysed governments’ long-term strategies submitted to the UNFCCC to explore projections of residual emissions, including amounts and sectors. We found substantial levels of residual emissions at net-zero greenhouse gas emissions, on average 18% of current emissions for Annex I countries. The majority of strategies were imprecise about which sectors residual emissions would originate from, and few offered specific projections of how residual emissions could be balanced by carbon removal. Our findings indicate the need for a consistent definition of residual emissions, as well as processes that standardize and compare expectations about residual emissions across countries. This is necessary for two reasons: to avoid projections of excessive residuals and correspondent unsustainable or unfeasible carbon-removal levels and to send clearer signals about the temporality of fossil fuel use.

    • This article makes a contribution to the critique of market-based mechanisms for climate and energy policy. It explores the environmental effectiveness of market instruments by engaging a broadly conceived “fossil fuel landscape”, or the material, social, and political inertia of fossil energy dependence, as a factor delimiting policy outcomes. The argument is developed through a focus on the idea of economic efficiency as a key ideological construct underlying market-based policy, and draws on examples from two different market instruments, namely the EU Emissions Trading Scheme, and the Flemish tradable green certificate scheme. I argue that an understanding of the shortcomings of these, and similar, policies requires acknowledgment of the political and socio-economic power that emanates from the temporal dynamics of fossil fuel capitalism, which are reproduced when economic efficiency becomes the key focus of climate policy.

    • Polanyi’s concept of the ‘double movement’ is frequently interpreted as the opposition between the problematic and unsustainable dynamics of the market and the benign and normatively desirable reaction against this by ‘society’. This paper questions this dualistic interpretation of the double movement and undertakes a problematization of the Polanyian idea of social and environmental protection. It does this by revisiting the concept of the double movement in light of the recent proliferation of market-based mechanisms for environmental regulation. Through an exploration of the different interpretations of Polanyi’s work, the paper presents a dialectical reading of the double movement that conceptualizes the idea of social protection within a broader capitalist framework. This is then illustrated with the case of emissions trading as a particular form of environmental protection. Carbon trading as a mitigation strategy, it is argued, corresponds to the Polanyian idea of ‘social protection’ in that its protective potential to reduce emissions is itself constrained by the socioeconomic framework within which it operates. This in turn points to the need for a critique of climate mitigation efforts that goes beyond a focus on current problems with emissions trading schemes.

  • Fictitious Carbon, Fictitious Change? : Environmental Implications of the Commodification of Carbon

    • Governments increasingly rely on the use of market instruments to tackle climate change and help decarbonize a deeply fossil fuel-dependent economy. This dissertation examines this trend as one instance of the ‘commodification of carbon’, or the process through which emission reductions are made into commodities and then traded on the market. It engages the commodification framework and related theoretical perspectives to scrutinize the environmental outcomes that market instruments engender, and how these can be theorized. Three cases are examined: the European Union Emissions Trading Scheme, the Flemish tradable green certificate scheme, and Trees for Global Benefits, a community-based offsetting project situated in western Uganda. The environmental outcomes of each of these cases can be summarized by pointing to the specific spatiotemporal dynamics that they (re)produce. On the one hand, this dissertation shows that market instruments are prone to problem displacement because of the broader socioeconomic imperatives within which they operate. On the other hand, it argues for recognition of the specific temporality that is implied when environmental regulation is subsumed to market dynamics. Because of their prioritization of the cheapest and easiest solutions, market instruments bring the pace and form of decarbonization in line with what is deemed economically feasible, rather than with what is scientifically necessary. It is argued that this occurs at least in part because of the way that market instruments interact with the conditioning effects of our wider socioecological surroundings, specifically the way in which social power is materialized in the contemporary fossil fuel landscape. Due recognition of these dynamics offers insights on the political role that market instruments fulfill, why such instruments prove to be so popular, and what the conditions are for developing feasible alternatives.

    • Models suggest that climate change mitigation now depends on negative emissions, i.e. the large‐scale removal of carbon dioxide from the atmosphere. This assumption has been criticised in the climate policy literature for being unfeasible and unjust. This article asks how critical scholars can make sense of, and contribute to these debates. It suggests that negative emissions can be conceived of as a spatiotemporal fix that promises to defer the devaluation of fixed capital. But the negative emissions example also challenges us to broaden our conception of how the socioecological contradictions of capitalism can be “fixed”. I outline three ways in which it does this by highlighting the significance of a predominantly temporal fix, the role of hegemonic, sociopolitical interventions involving multiple actors, and the possibility of safeguarding existing production processes. I conclude that spatiotemporal fixes to climate change should be seen as part of a wider political economy of delay in devaluing carbon‐intensive accumulation processes.

  • Money for nothin’ and coal for free: ‘Technology neutrality’ and biomass development under the Flemish tradable green certificate scheme

    • Recent literature has highlighted the creation of multiple equivalences as an important factor underpinning the rise of market-based mechanisms for environmental regulation. Extending these insights into the field of renewable energy policy, this article focuses on one example of this trend – namely the principle of technology neutrality as applied under the Flemish tradable green certificate scheme – and analyzes the concrete ways in which it has shaped the evolution of the Flemish renewable energy landscape. Concretely, the article shows that technology neutrality played a key role in promoting the uptake of biomass combustion in old coal power plants in Flanders, which led to a number of undesirable outcomes and gave rise to significant opposition. Correcting these shortcomings required a number of policy interventions on the part of the Flemish government that fundamentally moved the scheme away from the principle of technology neutrality and towards a more hybrid RE support system, suggesting that the promotion of technology neutrality was fundamentally misguided. Together with similar experiences from related market-based instruments, this suggests that the promotion of technology neutrality has far-reaching implications for the environmental effectiveness of climate and energy policies. In light of the continued promotion of the principle, the article calls for full recognition of the inherent technological choices that are being made through the promotion of policies that purport to be technology-neutral.

    • In a recent article for this journal, Stuart, D., Gunderson, R., and Petersen, B. [(2017). Climate change and the Polanyian counter-movement: carbon markets or degrowth? New political economy, 1–14. doi:10.1080/13563467.2017.1417364] discuss solutions to climate change in terms of Karl Polanyi’s concept of the double movement. They set up their argument as a critique of my own article on the topic to make the point that carbon markets do not constitute a genuine form of such countermovement. I’m sympathetic to the critique of carbon markets that the authors present, as well as their discussion of degrowth, which mirrors a by now extensive literature demonstrating the pitfalls respectively the necessity of these diametrically opposed approaches to the current socioecological crisis. However, in setting up their case the authors provide an overly optimistic reading of Polanyi that I believe misses a crucial part of his argument, a reading that at least partly explains our differences in opinion. This commentary offers a friendly critique of Stuart et al.’s use of Polanyi and clarifies the argument in my previous text that the authors take issue with.

    • We here respond to the critique by Purdon of an article on carbon forestry that we published in this journal last year (Carton and Andersson). While we welcome critical engagements with our work, Purdon’s argument is wide of the mark and appears based largely on misconceptions regarding our theoretical entry point and empirical findings. Underlying this are fundamental disagreements about the nature of carbon forestry, structure-agency dynamics, and how to understand environmental interventions in the global South more broadly. We argue that we are unlikely to “find common ground” in our respective analyses of the Trees for Global Benefits project unless we share a common understanding of the unequal power relations and fundamental geographical unevenness within which carbon projects operate. Contrary to what Purdon argues, this position has nothing to do with ignoring local benefits, nor with denying the agency of the smallholder farmers who participate in the project. We see no contradiction between an analysis that does justice to the various structural conditions that frame carbon forest projects, and a recognition of local agency.

    • Environmental governance relies on the translation of socioecological knowledge across disciplines and cultural–political boundaries. Comparatively few studies have, however, examined how such expert knowledge is translated back into the local contexts where projects are implemented. This article explores these processes of translation for the case of forest-based carbon offsetting using a case study of the Trees for Global Benefits project in Uganda. Based on successive fieldwork in two project regions, it examines how climate change, carbon, and carbon trading are understood by project participants and what work these understandings perform as part of the governance of carbon offsets. The article identifies a distinctive “rendering local” of project logics and rationale, which occurs in part as a management strategy by the project organizers and is in part the outcome of participants’ own articulations of offsetting concepts within the socioecological contexts in which they are embedded. Although these often unruly translations provide tensions and contradictions within the sociomaterial assemblage that constitutes the offset market, they also serve to facilitate project management. The dynamics identified here highlight the uneven geographies of environmental knowledge as instrumental to the governance of the offset market, therefore warranting closer attention by scholars studying carbon forestry and neoliberal environmentalism more generally.

  • Undoing equivalence: Rethinking carbon accounting for just carbon removal

    • Concerns are increasingly raised over the centrality of carbon removal in climate policy, particularly in the guise of “net-zero” targets. Most significantly perhaps, treating emissions and removals as equivalent obscures emission reductions, resulting in “mitigation deterrence.” Yet the conflation of emission reductions and removals is only one among several implicit equivalences in carbon removal accounting. Here, we examine three other forms—carbon, geographical, and temporal equivalence—and discuss their implications for climate justice and the environmental risks with carbon removal. We conclude that “undoing” these equivalences would further a just response to the climate crisis and tentatively explore what such undoing might look like in practice.
