  • Practical applications of ecosystem services in spatial planning : Lessons learned from a systematic literature review

    • The integration of ecosystem service (ES) knowledge into decision-making processes is increasingly endorsed by various policies and initiatives, with spatial planning targeted as one of the most relevant fields. Learning and feeding back from existing experiences is therefore a fundamental step to ensure appropriate and useful support by ES science. This paper aims to gather and critically analyse how ES science contributes to spatial planning practices. Through a systematic review of the literature about ES use in spatial planning, we map the level of integration of ES knowledge, the scale of case studies, and the type of planning addressed; and we identify and analyse case studies of real-world applications. Studies explicitly aimed at supporting spatial planning have increased over the last decade, but are still scarce. The real-world case studies reveal advantages of integrating ES knowledge into spatial planning processes, mainly concerning practical aspects such as synthesizing complex socio-environmental information and promoting participation. Windows of opportunity offered by regulatory frameworks and innovative processes and instruments, such as marine spatial plans and strategic environmental assessments, are key factors triggering the integration. However, supportive contextual conditions are necessary, including science-policy collaborations across the entire planning process and environmental awareness among policy-makers and stakeholders.

    • This chapter focuses on Watershed Investments for securing water for cities. It starts with a brief account of the application of ecosystem services for decision-making and a theoretical background of boundary work. Accordingly, it proposes an operational approach developed for designing and assessing impact of watershed iInvestments to secure water for cities. The developed approach distin- guishes between a “strategic” and a “technical” component. The strategic component identifies as key inputs of the process of Watershed Investment design and assess- ment, the definition of objectives and visioning of feasible and desirable scenarios by stakeholders. The technical component applies spatially explicit modelling to design Watershed Investments, hence to model the impacts on selected ecosystem services. The chapter concludes highlighting the potential of the approach to contribute to adaptive management in the urban water sector, by addressing the challenges of linking diverse stakeholders and knowledge system across management levels and institutional boundaries.

  • Boundary work for implementing adaptive management : A water sector application

    • Boundary work, defined as effort to mediate between knowledge and action, is a promising approach for facilitating knowledge co-production for sustainable development. Here, we investigate a case study of knowledge co-production, to assess the applicability of boundary work as a conceptual framework to support implementing adaptive management in the water sector. We refer to a boundary work classification recently proposed by Clark et al., (2016), based on three types of knowledge uses, i.e. enlightenment, decision-, and negotiation-support, and three types of sources, i.e. personal expertise, single, and multiple communities of expertise. Our empirical results confirm boundary work has been crucial for the three types of knowledge use. For enlightenment and decision support, effective interaction among knowledge producers and users was achieved through diverse boundary work practices, including joint agenda setting, and sharing of data and expertise. This initial boundary work eased subsequent knowledge co-production for decision-support and negotiations, in combination with stepping up of cooperation between relevant actors, suitable legislation and pressure for problem solving. Our analysis highlighted the temporal dimension matters-building trust around enlightenment first, and then using this as a basis for managing knowledge co-production for decision-, and negotiation support. We reconfirmed that boundary work is not a single time achievement, rather is a dynamic process, and we emphasized the importance of key actors driving the process, such as water utilities. Our results provide a rich case study of how strategic boundary work can facilitate knowledge co-production for adaptive management in the water sector. The boundary work practices employed here could also be transferred to other cases. Water utilities, as intermediaries between providers and beneficiaries of the important water-related ecosystem service of clean water provision, can indeed serve as key actors for initiating such boundary work practices.     • This chapter presents a case study of urban water sector selected to apply a novel approach for designing and assessing impacts ofWatershed Investments and more generally to explore the challenges of urban water security in a Sub-Saharan Africa context characterized by limited resources. The case is about the city of Asmara—the city capital of Eritrea—and its main water supply, the Toker water- shed. The chapter illustrates the main socio-ecological challenges and opportunities for promoting adaptive management in the case study. In particular, to illustrate contextual and contingent factors characterizing the case study, three examples of ongoing soil and water conservation activities are presented. The chapter concludes with a focus on the Asmara Water Supply Department (AWSD), a key stakeholder in the selected case study. Specifically, the AWSD is analysed through an approach for conceptualizing water utilities as “learning organization” and assessing their institutional capacity.

    • This chapter summarizes the main messages of the book, as well as dis- cusses the challenges for future research and practice to contribute to achieving water security and to implementing adaptive management in the urban water sector. Briefly, the first main message is that achieving urbanwater security through adaptive watershed planning and management, in Sub-Saharan Africa context, is a complex issue. Thus, an intuitive and flexible conceptual framework of the urban water sector from an ecosystem services perspective was proposed. It provides an overview of the main challenges and trends that characterize the sector, highlighting the specificities of the Sub-Saharan context, setting the background for further analysis. Second, if properly designed, Watershed Investments can become an important financial and governance mechanism to promote the implementation of adaptive watershed man- agement to achieve urban water security. Third, a good case study application, even if only based on desk research, can serve to inspire stakeholder and possibly prepare the ground for real-life implementation of science-informed measures to promote urban water security alongside other social goals, coordinating ongoing watershed initiatives.

    • Watershed investments, whose main aim is to secure water for cities, represent a promising opportunity for large-scale sustainability transitions in the near future. If properly designed, they promote activities in the watershed that enhance ecosystem services while protecting nature and biodiversity, as well as achieving other societal goals. In this paper, we build on the concepts of ecosystem services and boundary work, to develop and test an operative approach for designing and assessing the impact of watershed investments. The approach is structured to facilitate negotiations among stakeholders. Its strategic component includes setting the agenda; defining investment scenarios; and assessing the performance of watershed investments as well as planning for a follow-up. Its technical component concerns data processing; tailoring spatially explicit ecosystem service models; hence their application to design a set of “investment portfolios”, generate future land use scenarios, and model impacts on selected ecosystem services. A case study illustrates how the technical component can be developed in a data scarce context in sub-Saharan Africa in a way that is functional to support the steps of the strategic component. The case study addresses soil erosion and water scarcity-related challenges affecting Asmara, a medium-sized city in Eritrea, and considers urban water security and rural poverty alleviation as two illustrative objectives, within a ten-year planning horizon. The case study results consist in spatially explicit data (investment portfolio, land use scenario, impact on ecosystem services), which were aggregated to quantitatively assess the performance of different watershed investments scenarios, in terms of changes in soil erosion control. By addressing stakeholders' concerns of credibility, saliency, and legitimacy, the approach is expected to facilitate negotiation of objectives, definition of scenarios, and assessment of alternative watershed investments, ultimately, to contribute to implementing an adaptive watershed management.

Specifically, the book’s goals are to (i) present a conceptual framework for the urban water sector from an ecosystem services perspective, highlighting the specificities of the Sub-Saharan context; (ii) develop an operational approach to designing and assessing the impacts of watershed investments, based on ecosystem services and boundary work; and (iii) test the approach through a case study in Asmara, Eritrea, and discuss the findings and lessons learned that can be applied in other contexts. Through a fully worked out case study, from identification of water challenges and opportunities to spatially explicit modelling, the book offers a sound and accessible, coverage of issues and proposed solutions to better operationalize ecosystem services, watershed investments and boundary work, to promote adaptive management, and achieve water security in the context of rapidly developing cities in Sub-Saharan Africa. The book is an effective tool for capacity building of diverse stakeholders on the urban water sector, including water managers, local and national policy-makers as well as a suitable resource for both undergraduate and post-graduate courses in planning and geography.

  • Greening cities through urban planning : A literature review on the uptake of concepts and methods in Stockholm

    • Nature-based solutions (NBS) represent the most recent of several "greening" concepts proposed to support spatial planning and decision-making towards sustainable metropolitan regions. Despite similarities, the concepts stem from different disciplines and policy arenas and reflect various models of people-nature relations. This paper aims to analyze the uptake of greening concepts in scientific planning literature focusing on (urban) nature and landscape in the metropolitan region of Stockholm, Sweden, over the last three decades. It investigates what changes this evolution has brought in terms of the topics adopted, methods applied, and types of planning support put into practice. We identified 574 articles that reflect substantial research on greening concepts in the Swedish planning context. The articles demonstrate an initial prevalence of biodiversity with later increases of interest in ecosystem services and NBS. A detailed analysis of the studies focusing on Stockholm revealed Population growth/densification, Green space management and Biodiversity conservation as the most commonly addressed societal challenges. The most frequently mentioned type of green and blue element is Parks and (semi-)natural urban green areas, including urban forests. Methods applied were mostly quantitative, while mixes with qualitative approaches were only apparent in ecosystem services articles. Half of the studies involved practitioners or decision-makers, but only four seemed related to real-life planning processes. Taken together, the influence of scientific literature on the uptake of greening concepts in spatial planning seems to have been limited. Future mainstreaming of greening concepts in Stockholm and beyond could benefit from available data, methods and experiences, but will require more active translation and boundary management. Further research into science-policy-planning interfaces at city scale is thus imperative to advance more sustainable pathways for people and nature in metropolitan regions.

    • Rural-to-urban migration and sustained natural population growth in Africa, if not properly addressed, may pose serious threat to ecosystems and human wellbeing, both locally and afar. Novel concepts and operative approaches are needed to better frame these challenges and support local decision-making processes, to promote sustainable development. Indeed, this is a key area in which the Academia can make a significant contribution, for example, exploring innovative concepts and developing related approaches to support decision-making processes at a local scale. This paper focuses on the urban water sector as an informative example, ultimately aiming to highlight key areas in which research can provide concrete and valuable assistance. More specifically, we introduce two innovative concepts, i.e. ecosystem services and boundary work; hence propose an operative approach to support the process of design and assessment of the impact of watershed investments. To illustrate real-life implementation of the approach in a data scarce context in sub-Saharan Africa, we consider as a case study soil erosion and water scarcity-related challenges affecting Asmara, a medium-sized city in Eritrea. Accordingly, we adopt urban water security and rural poverty alleviation as two illustrative objectives, within a ten-year planning horizon. The case study application resulted in spatially explicit outputs that inform decision-making processes. By timely addressing stakeholders' concerns of credibility, saliency, and legitimacy, the proposed approach is expected to facilitate negotiation of objectives, definition of scenarios, and assessment of alternative watershed investments. Above all, and beyond the urban water sector, the case study application helps highlighting key areas in which the academic work can make concrete contribution mainly in terms of knowledge transfer and capacity building.

  • Multi-criteria decision analysis for nature conservation : A review of 20 years of applications

    • 1. Multi-criteria decision analysis (MCDA) is a method to support decision-making, by exploring the balance between the pros and cons of different alternatives to ac- complish a specific goal. It assists in framing decision problems, illustrating the per- formance of alternatives across criteria, exploring trade-offs, formulating a decision and testing its robustness. This paper provides a structured review of empirical applications of MCDA to nature conservation published in the scientific literature over the last 20 years. The paper aims at taking stock of past experiences, and comparing them with best practices and common pitfalls identified in the literature, to provide recommendations for better MCDA application to conservation.2. The review follows the structure of a generalized MCDA process consisting of three key stages: (1) decision context and problem structuring, (2) analysis and (3) decision.3. The search identified 86 papers that describe MCDA applications to a range of top- ics, including conservation prioritization and planning; protected areas management and zoning; forest management and restoration; and mapping of biodiversity, naturalness and wilder. The results show that, concerning problem structuring, a small percentage of the reviewed MCDA engaged stakeholders other than the authors in identifying alternatives and formulating criteria (15% and 35% respectively). Concerning the analysis, criteria assessment was adequately justified by the authors (47%), at times also by involving other stakeholders (22%). Weighting was per- formed in almost all applications, whereas criteria aggregation was mostly based on the weighted linear combination (63%). Sensitivity analysis was largely overlooked (57%). Concerning decision, 45% of the articles provided only an overall ranking or suitability of alternatives, while 22% included additional rankings according to spe- cific criterion, and 8% further analyses and clustering of stakeholders’ preferences.4. The paper concludes by suggesting key elements of successful MCDA applications, including clear construction of the decision context; collaborative identification of alternatives and criteria that reflect the values at stake; adequate justification and communication of the methods for criteria assessment and weighting; reasoned choice of the criteria aggregation method, and comprehensive sensitivity analysis.

    • Strategic environmental assessment (SEA) calls for analysis of processes and patterns atlandscape scale, which gives the opportunity to include ecosystem services in decision‐making. In order to understand how planning decisions affect ecosystem services such asbiodiversity, it is necessary to analyse ecological processes on landscape and regionalscales. Landscape ecology provides methods and tools for addressing effects on landscapescale, such as effects of habitat loss and fragmentation, which are caused by a wide arrayof human‐induced changes and pose critical threats to biodiversity and other ecosystemservices. Thus, in order to be able to assess impacts on biodiversity, spatial methods andtools based on landscape ecological principles need to be developed. This paper addressesthe use of spatial methods and tools, scale problems, visualization and communication forincorporating landscape ecological methods in SEA. The study is based on lessons learnedfrom experiences in Sweden and Italy that refer to SEA for different levels of planning,from local to regional. This will lead to increased understanding and a discussion on keyissues on how planning processes can be improved through the use of effective tools foranalyzing landscape and its ecosystem services.

    • Landscape approaches are important for planning of urban sprawl in peri-urban landscapes, continuously emerging in many metropolitan regions. In the case of Stockholm Region, land-take and incremental urbanisation is a continouous process, while the regional development plan has ambitions to steer the overall development in a sustainable direction. This plan contains a green infrastructure effort building on a set of green wedges, mainly serving as support to the needs of the city and suburbs and their citizens. This initiative differ from the later green infrastructure action plan provided by the county administrative board, related to the EU biodiversity strategy and guidelines. The latter has a different approach, mainly targeting biodiversity goals as well as ecosystem services. These approaches differ from each other in several ways while both have unclear roles when it comes to municipal planning on different levels. Furthermore, the municipalities have their own initiatives when it comes to green infrastructure and nature-based solutions and it is not clear how the different planning tiers are linked to each other, to planning and management, and to multifunctional landscapes. The aim of the REPLAN project is to investigate how the different green infrastructure initiatives are linked to planning, to each other on different scales, and whether they can serve multi-functional landscapes when it comes to biodiversity and different ecosystem services. The REPLAN project involves stakeholders and practitioners on different planning levels for co-producing knowledge, methods and strategies for green infrastructure and nature-based solutions to serve as tools for sustainable transition of metropolitan areas and their peri-urban landscapes.

    • The European Union (EU) Horizon 2020 Coordination and Support Action ESMERALDA aimed at developing guidance and a flexible methodology for Mapping and Assessment of Ecosystems and their Services (MAES) to support the EU member states in the implementation of the EU Biodiversity Strategy’s Target 2 Action 5. ESMERALDA’s key tasks included network creation, stakeholder engagement, enhancing ecosystem services mapping and assessment methods across various spatial scales and value domains, work in case studies and support of EU member states in MAES implementation. Thus ESMERALDA aimed at integrating various project outcomes around four major strands: i) Networking, ii) Policy, iii) Research and iv) Application. The objective was to provide guidance for integrated ecosystem service mapping and assessment that can be used for sustainable decision-making in policy, business, society, practice and science at EU, national and regional levels. This article presents the overall ESMERALDA approach of integrating the above-mentioned project components and outcomes and provides an overview of how the enhanced methods were applied and how they can be used to support MAES implementation in the EU member states. Experiences with implementing such a large pan-European Coordination and Support Action in the context of EU policy are discussed and recommendations for future actions are given.

    • In Padova, the municipal department of green infrastructure monitors the urban forest through a continuously updated database that stores information about locations, species, dimensions, health conditions, and management of more than 47,000 trees. The aim of the research presented in this chapter was to support urban forest planning and management by integrating the existing database with information about ecosystem services, disservices, and the ecological requirements of trees. We combined a quantitative analysis through i-Tree Eco with a qualitative assessment based on literature review and expert knowledge, and filled in 17 new fields for each tree in the database. Then, through a GIS, we investigated the spatial distribution of the analysed features across the city, thus revealing inequalities among different areas and mismatches with citizens’ preferences and needs. The enhanced database could potentially become a powerful tool, not only to identify and prioritize management interventions, but also, in a longer term perspective, to identify strategic goals with a view to coordinating local actions, thus ensuring a sustainable development of the urban forest and an equitable provision of ecosystem services to present and future generations.

  • Synthesizing multiple ecosystem service assessments for urban planning. A review of approaches, and recommendations

    • While ecosystem service (ES) assessments become a more and more important source of knowledge, there is a need for synthesis approaches that make the results usable to support decisions. Effective synthesis approaches can reduce the information burden produced by multiple ES assessments and help decision-makers to compare alternative options and to assess their impacts. In this review, we focus on urban planning, one of the main decision-making processes that affect ES in cities, and investigate what synthesis approaches have been applied to support planning decisions. The aim is to identify the options available and to analyze their suitability to different urban planning decisions, thus providing a guidance to potential users. We reviewed 62 studies selected through a search in two literature databases and identified six recurring synthesis approaches: diversity, average, weighted summation, multi-criteria analysis, optimization algorithms, and efficiency indicators; and a limited number of methods developed ad-hoc for specific applications. For each approach, we collected evidence about the appropriateness for different decision-making contexts, the applicability to different ES categories and types of assessment methods, and the occurrence of complementary analyses of ES interactions. Further, we built on the reviewed publications to identify pros and cons, including critical aspects related to the usability of the approaches, such as their complexity, transparency, and the level of stakeholder involvement. Based on the findings, we draw recommendations on how to select suitable synthesis approaches to support different urban planning decisions.

    • This paper analyses and compares a set of case studies on ecosystem services (ES) mapping and assessment with the purpose of formulating lessons learned and recommendations. Fourteen case studies were selected during the EU Horizon 2020 “Coordination and Support Action” ESMERALDA to represent different policy- and decision-making processes throughout the European Union, across a wide range of themes, biomes and scales. The analysis is based on a framework that addresses the key steps of an ES mapping and assessment process, namely policy questions, stakeholder identification and involvement, application of mapping and assessment methods, dissemination and communication and implementation. The analysis revealed that most case studies were policy-orientated or gave explicit suggestions for policy implementation in different contexts, including urban, rural and natural areas. Amongst the findings, the importance of starting stakeholder engagement early in the process was confirmed in order to generate interest and confidence in the project and to increase their willingness to cooperate. Concerning mapping and assessment methods, it was found that the integration of methods and results is essential for providing a comprehensive overview from different perspectives (e.g. social, economic). Finally, lessons learned for effective implementation of ES mapping and assessment results are presented and discussed.

    • This chapter presents the mapping of ecosystem service hotspots in the city of Trento, in the Italian Alps, and discusses the possible uses of the results to support the drawing of the new Urban Plan. Hotspots are defined as areas characterized by high levels of provision of multiple services. Particularly, the following ecosystem services were selected: biodiversity support, risk mitigation, mitigation of air pollution and noise from transport infrastructures, forest landscape value, food production, nature-based recreation, and microclimate regulation. Maps of the different ecosystem services were produced using a variety of assessment methods, and then overlaid to obtain a multiple-hotspot map. The results show that hotspots are found not only among forests and natural areas surrounding the city, but also in the intensely urbanized valley floor (e.g., within agricultural patches and green wedges). In terms of policy relevance, the ecosystem service hotspots are becoming part of the “structural elements” of the Urban Plan currently being drafted, along with more traditionally recognized elements, such as protected areas. The hotspots are intended to be preserved from urbanization and different actions are under consideration to improve the current network of green and blue spaces, thus increasing both connectivity and the provision of ecosystem services.
