  • Dielectric strength of γ-radiation cross-linked, high vinyl-content polyethylene

    • We explore γ-radiation cross-linking of high vinyl-content low-density polyethylene (LDPE) and its potential use as a high-voltage insulation material. Of the three investigated resins containing 1, 0.5 and 0.17 vinyl groups per 1000 carbons, respectively, only the highest vinyl-content material featured a sufficiently high gel content of more than 70% and hot-set elongation below 175%, when cross-linked with a γ-radiation dose of at least 68 kGy. Differential scanning calorimetry (DSC) and small-angle X-ray scattering (SAXS) reveal that neither the crystallinity nor the lamellar thickness of the highest vinyl-content LDPE are negatively affected by γ-radiation cross-linking. As a result, we find that the dielectric strength, as characterized by electrical tree initiation experiments, can be maintained upon γ-radiation cross-linking.

    • Leadership in the European Union is an empirical phenomenon that has increasingly come to attract scholarly attention. While a call for leadership in the EU is often heard, not least in times of crisis, it is also accompanied with a general reluctance to centralize powers. This leadership paradox has historical roots and has resulted in a dispersed type of leadership governance at the EU level. Scholarly work varies from mainly descriptive accounts of leadership by particular individuals to more theory-testing approaches to leadership. The academic field of EU leadership studies contains variation along three primary dimensions: (1) how leadership is defined, (2) by which theories it is explained, and (3) through which empirical cases and approaches it is studied. First, there is a wide differentiation in the literature of how leadership is defined and approached as an object of study. Four leadership approaches can be distinguished in the literature, focusing on the role of individuals, an actor’s position, the process of leadership enactment, and the outcomes produced by leadership. Second, leadership in the EU has been theorized and explained in a variety of ways. Explaining leadership in the EU requires an understanding of what power resources different actors draw on, ranging from material to institutional and ideational powers. These sources often also translate into different types of leadership strategies. A substantial amount of research has departed from rational choice institutionalism, which highlights the importance of a formal position to exercise leadership. Sociological approaches have more recently attracted attention to conceptualize leadership as a social role based on the interaction between leaders and followers. Third, the empirical study of leadership in the EU encompasses a range of different approaches in terms of the type of actors studied, the issues covered, and the data and methods used. EU leadership studies include different types of leadership actors ranging from individuals to institutions, member states, and the EU itself as a global leadership actor. The empirical policy domains vary from issues relating to treaty amending processes, environment and climate policies, eurozone governance and crisis management, to foreign and security policy. Although comparative studies of leadership in the EU exist, the focus has predominantly been on single actors during particular policy processes. An increasing use of explicit comparative designs in the study of EU leadership could have the potential to further advance theory building in the scholarship of EU leadership.

    • Can you have a strategy without leadership? The question is an urgent one for the European Union (EU) that is currently experiencing one of its severest crisis. Leadership is often seen as a necessary condition for establishing a shared vision and common action that the EU Global Strategy calls for. But who can provide leadership in EU foreign and security policy and how? This question relates to the broader literature that study when and how executives of international organizations possess agency to exercise leadership and to what affect. In this paper, we focus on the double-hatted position that the EU High Representative for foreign affairs and security policy (HR) has alongside her role as Vice-President of the European Commission. The latest treaty reforms of the EU brought about significant institutional changes that strengthened the formal position of the HR. These developments in EU foreign policy-making have confounded scholars of European integration who disagree on their significance. One strand of research points to the symbolic challenge that these formal shifts in the leadership function represents to state-centric ideas about foreign policy and diplomacy. Others have argued that these changes do not represent such a substantive shift in the principal-agent relationship as the intergovernmental nature of decision-making has been essentially preserved. Whereas the former view would imply possibilities for new political leadership in EU foreign policy, the latter strand would rather see these institutional developments as providing for a more managerial role. This paper examines these two distinct trajectories of European integration that entails different types of leadership roles taken by the EU High Representative. We are particularly interested in exploring the horizontal dimension of the double-hatted position that the HR finds herself in as Head of the hybrid institution of the EEAS and that of Vice-President of the supranational European Commission. While the first post-Lisbon HR, Catherine Ashton, had her headquarter in the EEAS, the second HR Federica Moghereni, appointed in 2014, has moved her office to the Commission. We ask in this paper what is the effect of this institutional change for the role of the HR, and the expectations on her leadership. The paper is based on an empirical survey that includes 125 respondents from EU member states and EU institutions in order to explore the extent to which the HR and EEAS is perceived to take on a political leadership role or a more managerial role.

    • This paper examines the nature of leadership in EU foreign policy. The latest treaty reforms of the European Union involve a significant institutional delegation and centralisation to Brussels of the formal leadership functions in the field of foreign policy. This is puzzling given that theories of European integration discount that a significant delegation of leadership will happen in the high politics of foreign policy given its close association to sovereignty and statehood. In this paper, we set out to explore a paradox at the heart of EU foreign policy between the demand for leadership effectiveness (strategic action) and perceptions of legitimate leadership (appropriate behaviour). We suggest that the analysis of leadership in EU foreign policy is dependent on how we regard institutions, and propose that social role theory can provide an original analytical perspective from which to study the contested nature of leadership in EU foreign policy. We argue that not only formal institutions determine leadership in EU foreign policy, but that the enactment of leadership is crucially shaped by the possibilities for role relations (a shared organizational reality) between leaders and followers. Based on survey data, this paper explores what leadership role expectations representatives of EU member states and European External Action Service (EEAS) officials have. The empirical findings indicate that there are diverging perceptions about the post-Lisbon leadership functions in EU foreign policy, and that member states still have a leadership role to play. We also show that the perceptions about leadership performance differ between member states and EEAS officials, and that there are constraints to the independent agency held by the EU High Representative.

    • This article examines a leadership paradox at the heart of EU foreign policy between the demand for effective European leadership, and leadership legitimacy embedded in state practices. This paradox is manifested in the Lisbon treaty that delegated significant formal leadership functions to the European level. We probe the question how and by whom leadership can and should be performed in EU foreign policy. To answer this question, we advance a new theoretical framework drawing on sociological institutionalism and role theory. We argue that leadership should be understood as a social role shaped in a process of interaction between leader and followers. We contribute with new empirical knowledge of leadership role relations based on an interview survey conducted in 2016. The empirical results point to role conflicts over the formal leadership functions in EU foreign policy and the emergence of new informal leadership practices by EU member states.

    • PANDA (anti-proton annihiliation at Darmstadt) is planned to be one of the four main experiments at the future international accelerator complex FAIR (Facility for Antiproton and Ion Research) in Darmstadt, Germany. It is going to address fundamental questions of hadron physics and quantum chromodynamics using cooled antiproton beams with a high intensity and and momenta between 1.5 and 15 GeV/c. PANDA is designed to reach a maximum luminosity of 2 × 1032 cm−2 s. Most of the physics programs require an excellent particle identification (PID). The PID of hadronic states at the forward endcap of the target spectrometer will be done by a fast and compact Cherenkov detector that uses the detection of internally reflected Cherenkov light (DIRC) principle. It is designed to cover the polar angle range from 5° to 22° and to provide a separation power for the separation of charged pions and kaons up to 3 standard deviations (s.d.) for particle momenta up to 4 GeV/c in order to cover the important particle phase space. This document describes the technical design and the expected performance of the novel PANDA disc DIRC detector that has not been used in any other high energy physics experiment before. The performance has been studied with Monte-Carlo simulations and various beam tests at DESY and CERN. The final design meets all PANDA requirements and guarantees sufficient safety margins.

    • One issue with the use of crosslinked polyethylene (XLPE) insulation in high voltage power cables is the presence of oxidized particles. Oxidation may occur during production of polyethylene, during the extrusion and curing process used to produce XLPE cables, or in subsequent processes/operation of the cables. Oxidized particles are here referred to as organic contaminants. In the present study artificial organic contaminants were introduced in XLPE samples made for electrical treeing measurements. Instead of using the common needle-needle or needle-plane configuration, a wire-plane configuration was used. Organic contaminants have an increasing conductivity and permittivity as function of increasing degree of oxidation. These properties most probably give rise to local electric field enhancements in the material. The morphology of organic contaminants also differs from virgin XLPE, which probably cause bad adhesion between the XLPE matrix and the contaminants. A combination of these factors was found to affect the electrical performance of the insulation. Several different parameters, such as dry and wet ageing, as well as AC voltage and DC voltage stress, were included in the study.

    • We measured the Coulomb dissociation of 16O into 4He and 12C at the R3B setup in a first campaign within FAIR Phase 0 at GSI Helmholtzzentrum für Schwerionenforschung, Darmstadt. The goal was to improve the accuracy of the experimental data for the 12C(a,?)16O fusion reaction and to reach lower center-ofmass energies than measured so far. The experiment required beam intensities of 109 16O ions per second at an energy of 500 MeV/nucleon. The rare case of Coulomb breakup into 12C and 4He posed another challenge: The magnetic rigidities of the particles are so close because of the same mass-To-charge-number ratio A/Z = 2 for 16O, 12C and 4He. Hence, radical changes of the R3B setup were necessary. All detectors had slits to allow the passage of the unreacted 16O ions, while 4He and 12C would hit the detectors' active areas depending on the scattering angle and their relative energies. We developed and built detectors based on organic scintillators to track and identify the reaction products with sufficient precision.

On a molal basis, fullerenes are the most efficient voltage stabilizers reported to date.

    • Electrical treeing is one of the main degradation mechanisms in polymer dielectrics at highly divergent electric fields and can, if initiated, cause dielectric breakdown as soon as an electrical tree channel has bridged the insulation. One way of increasing resistance to electrical treeing is the addition of certain organic additives such as polycyclic aromatic compounds or benzophenone-like structures. These additives act as voltage stabilizers that are believed to capture high energy electrons and dissipate their energy, preventing degradation of the polymer matrix by the impact of “hot electrons”. In this study, a benzil type compound is evaluated as voltage stabilizer in a superclean cross-linked polyethylene compound used for high voltage cable applications. The stabilizing effect of the additives is measured using test objects of wire-plane electrode geometry in ramped AC voltage experiments. For determining tree initiation conditions, optical detection is used and correlated to voltage measurements. In this way, the initiation voltage of each single tree is determined. Results show that the investigated voltage stabilizer raises the electrical tree inception level significantly. The stabilizing effect is dependent on voltage ramp rate and using a lower ramp rate results in a more pronounced effect of the stabilizer.

    • A comparison of the efficiency of various types of object for studying the development of electrical trees in polymers is presented. Two types of newly developed wire-plane objects are investigated and compared with two versions of the traditionally used needle-needle objects. The two needle-needle objects are prepared according to ASTM standard and act as references, whereas the alternative objects rely on use of an ultra-thin tungsten wire (10 and 20 µm) in the test objects for providing the highly divergent electric stress. In one type of those object the wire extends from a semiconducting tab embedded in the tested material, while in the other type, the embedded wire is extended and connected externally by means of a copper tape. The comparison is made using cross linked polyethylene (XLPE) for the testing purposes. The wire type objects provide some promising advantages, including parallel formation of several electrical trees and an exposure of a larger material volume. Further advantages include the considerable simplification of both the manufacturing and the measuring procedures. Among the newly developed test objects, the one without the semiconducting tab is considered most advantageous as it allows for more accurate treeing initiation measurements at a lower voltage level. On the other hand the disadvantage is a formation of kinks on the wire that results from polyethylene shrink during sample preparation, which may yield some difficulties in correctly estimating the local field strength locally as well as straining the surrounding material. However the multitude of electric trees formed in each sample allows to easily discard the trees growing at such imperfections in following data analyses. Although finding a statistical method that makes good use of all the data poses a challenge, a suggested approach is presented.

  • High electron affinity: a guiding criterion for voltage stabilizer design

    • Voltage stabilizers are an emerging class of additives that enhance the dielectric strength of an insulating polymer such as polyethylene. Several partially conflicting reports ascribe the stabilizing effect to either a high electron affinity or low ionization potential of the additive. Here, we report a clear correlation of the electron affinity and to a lesser extent the EHOMO–ELUMO difference of various voltage stabilizers with electrical tree initiation in cross-linked polyethylene. To facilitate a fair evaluation, the voltage-stabilizing efficiency of a set of 13 previously reported voltage stabilizers, which strongly differ in their chemical composition, is compared at equal stabilizer concentration and equivalent test methodology. These results are correlated with the electron affinity and EHOMO–ELUMO difference, as obtained from density functional theory (DFT) modeling, which agreed well with available literature values. Moreover, based on the here established strong correlation between dielectric strength and electron affinity, a new molecule with exceptionally high electron affinity is selected from the extended literature on organic photovoltaics. This malononitrile–benzothiadiazole–triarylamine based molecule with a high electron affinity of 3.4 eV gives rise to a 148% increase in tree initiation field compared to 40% obtained using anthracene, one of the most efficient previously reported voltage-stabilizers, under equivalent test conditions. Thus, we here propose to use the electron affinity as a guiding criterion for identifying novel high-efficiency voltage stabilizers, which opens up the vast library of organic semiconductors as potential candidates, as well as associated synthesis routines for the design of yet unexplored materials.

    • The synthesis and physico-chemical properties of seven benzil-type voltage stabilizers are reported. The benzil core is substituted with alkyl chains of different length that are linked to the benzil core via an ester, ether, or tertiary amine group. All additives can be melt-processed with low-density polyethylene (LDPE). Fourier-transform infrared spectroscopy confirms that benzil compounds are not affected by the LDPE cross-linking reaction induced by dicumyl peroxide. Moreover, a combination of gel content measurements, thermal analysis, and small-angle X-ray scattering indicates that the presence of benzil voltage stabilizers does not significantly alter the microstructure of cross-linked polyethylene (XLPE). Electrical tree inhibition experiments under high-voltage alternating current conditions show that all investigated additives substantially enhance the dielectric strength of the insulating material at a concentration of only 10 mmol kg−1. The highest improvement in dielectric strength, of more than 70% with respect to reference XLPE, is obtained with voltage stabilizers, which carry short (methyl) side chains that are linked to the benzil core via an ester or tertiary amine group.

    • An alternative method to evaluate electrical treeing in solid dielectric materials is presented. Here the test sample utilises a wire electrode for creating the necessary high divergent electric field. This introduces a different preparation method and several of the disadvantages with the traditional needle sample can be avoided. Together with the test object a versatile test setup for both AC and DC measurements is illustrated. This alternative method has proven successful and an evaluation thereof as well as a comparative study between the two electrode systems is included.

By applying both electrical and opticalmeasurements the inception level and the number of treeswere analysed. It is shown that the results observedoptically closely resemble the electrically detected PDbehaviour, thus exhibiting a good correlation betweenboth the methods. This indicates a possibility for analysingelectrical treeing process in non-transparent materialsbased on the electrical measurement only and opens foran efficient approach in evaluating new materials for cableinsulation.

    • Massive resource infusion and coordination between state and market actors are needed to develop and diffuse deep decarbonisation technologies. This makes wise policy design imperative. Policy-makers are confronted with a plethora of diverging views on which policies are preferable for a low carbon transition, and which interventions, such as R&D funding, information, environmental taxes, or bans, should be employed to achieve necessary and sufficient technological transformation. Focusing on market and technological investment risks, we offer a conceptual framework that explains why no silver bullet policy or single theoretical approach exists in regard to decarbonisation. Our framework highlights that policies need to be designed with these risks in mind and aids in the key task of matching problems and policies, thereby also facilitating judicious use of resources to optimise climate benefits from resources spent.

    • Cardiac hypertrophy is an important and independent risk factor for the development of heart failure. To better understand the mechanisms and regulatory pathways involved in cardiac hypertrophy, there is a need for improved in vitro models. In this study, we investigated how hypertrophic stimulation affected human induced pluripotent stem cell (iPSC)-derived cardiomyocytes (CMs). The cells were stimulated with endothelin-1 (ET-1) for 8, 24, 48, 72, or 96 h. Parameters including cell size, ANP-, proBNP-, and lactate concentration were analyzed. Moreover, transcriptional profiling using RNA-sequencing was performed to identify differentially expressed genes following ET-1 stimulation. The results show that the CMs increase in size by approximately 13% when exposed to ET-1 in parallel to increases in ANP and proBNP protein and mRNA levels. Furthermore, the lactate concentration in the media was increased indicating that the CMs consume more glucose, a hallmark of cardiac hypertrophy. Using RNA-seq, a hypertrophic gene expression pattern was also observed in the stimulated CMs. Taken together, these results show that hiPSC-derived CMs stimulated with ET-1 display a hypertrophic response. The results from this study also provide new molecular insights about the underlying mechanisms of cardiac hypertrophy and may help accelerate the development of new drugs against this condition.

  • Explaining Cooperation in the Council of the EU Before and After the Brexit Referendum

    • This article focuses on the impact of the UK’s decision to leave the EU on cooperation within the Council of the EU. It does so by studying how cooperation between member states has changed from the period before the Brexit referendum to the period after. In the emerging literature on Brexit, it has been highlighted that member states that have been close partners to the UK will have to (and have started to) adjust their cooperation behaviour and form new alliances. While the structure of cooperation in the Council is often understood to be stable over time, suggesting that cooperation is mainly driven by structurally determined preferences that don’t easily change, a major event such as Brexit may force remaining member states to restructure their cooperation behaviour. Accordingly, it is expected and tested whether less structurally determined preferences have grown in importance for shaping patterns of cooperation in the immediate period following the Brexit referendum. Using survey data based on interviews with member state negotiators to the Council, asking about their network ties, compiled both in the period before and after Brexit referendum of 2016, it is shown that structurally determined preferences are important in both periods and that more volatile ideologically-based preferences on the EU integration dimension and GAL-TAN dimension have become important following the referendum. The article is informative both for those interested in the effects of Brexit on EU institutions, as well as those more generally interested in causes of cooperation patterns in the Council.

  • Multi-Omics Characterization of a Human Stem Cell-Based Model of Cardiac Hypertrophy

    • Cardiac hypertrophy is an important and independent risk factor for the development of cardiac myopathy that may lead to heart failure. The mechanisms underlying the development of cardiac hypertrophy are yet not well understood. To increase the knowledge about mechanisms and regulatory pathways involved in the progression of cardiac hypertrophy, we have developed a human induced pluripotent stem cell (hiPSC)-based in vitro model of cardiac hypertrophy and performed extensive characterization using a multi-omics approach. In a series of experiments, hiPSC-derived cardiomyocytes were stimulated with Endothelin-1 for 8, 24, 48, and 72 h, and their transcriptome and secreted proteome were analyzed. The transcriptomic data show many enriched canonical pathways related to cardiac hypertrophy already at the earliest time point, e.g., cardiac hypertrophy signaling. An integrated transcriptome-secretome analysis enabled the identification of multimodal biomarkers that may prove highly relevant for monitoring early cardiac hypertrophy progression. Taken together, the results from this study demonstrate that our in vitro model displays a hypertrophic response on both transcriptomic- and secreted-proteomic levels. The results also shed novel insights into the underlying mechanisms of cardiac hypertrophy, and novel putative early cardiac hypertrophy biomarkers have been identified that warrant further investigation to assess their potential clinical relevance.

  • Negotiations as Usual. Putting Domestic Constraints on the Table in the Council of the European Union

    • The argument developed in this thesis is that negotiations in the Council of the European Union cannot be understood in isolation from the domestic politics of the member states. Building on the logic of Robert Putnam’s two-level game theory, and the fact that negotiated EU agreements need to gain support from vital parts of the governments’ domestic constituencies, government negotiators are constrained by their domestic political actors. This is part of the democratic political system in which governments should be responsive to the wills of their domestic constituency. Apart from tying the hands of the negotiators, it has often been suggested that these domestic constraints should make negotiators more influential in negotiations, since it would prevent them from being pushed around and agreeing to unfavourable deals. This relationship between domestic constraints and influence in the Council of the EU is the main interest of this thesis. In the thesis, the negotiation process is in focus and the communication of domestic constraints in negotiations is given a more prominent role than in previous research. The expectation is that if domestic constraints should make negotiators more influential, information about the domestic constraints needs to be spread to the negotiating adversaries. In the thesis, theoretical work is also done regarding the difference between traditional intergovernmental negotiations and the negotiations between the member states in the EU. A crucial assumption in the domestic constraints theory is that there is a possibility to defect from concluded agreements if they do not gain domestic support, and the possibility to defect therefore makes it possible to employ a threat of domestic defection if agreements do not meet the domestic constraints. In this regard, EU negotiations differ from other international negotiations, since ex post defection in practice is not a possibility for EU agreements. In the first empirical section of this thesis, relying on a set of qualitative interviews with member state negotiators in the Council, it is therefore empirically explored how domestic constraints are communicated in this setting, where a threat of defection is practically impossible. In the second and third empirical sections, which rely on a survey with member state negotiators in the Council, it is evaluated which negotiators are most likely to communicate domestic constraints, and whether frequently communicating domestic constraints leads to influence in the Council. Two primary results emanate from the empirical analyses. First, it is shown that studying the communication of domestic constraints is important, if it should be possible to make relevant inferences about the effect of domestic constraints on influence. Secondly, it is shown that domestic constraints are communicated and lead to influence, even when domestic defection is not a possibility. This is done through practices associated with the everyday negotiations in the Council, which makes the communication of domestic constraints part of the ordinary negotiations in the Council of the EU.

    • The release of extracellular vesicles (EVs) in cell cultures as well as their molecular cargo can be influenced by cell culture conditions such as the presence of foetal bovine serum (FBS). Although several studies have evaluated the effect of removing FBS-derived EVs by ultracentrifugation (UC), less is known about the influence of FBS heat inactivation (HI) on the cell-derived EVs. To assess this, three protocols based on different combinations of EV depletion by UC and HI were evaluated, including FBS ultracentrifuged but not heat inactivated (no-HI FBS), FBS heat inactivated before EV depletion (HI-before EV-depl FBS), and FBS heat inactivated after EV depletion (HI-after EV-depl FBS). We isolated large (L-EVs) and small EVs (S-EVs) from FBS treated in the three different ways, and we found that the S-EV pellet from HI-after EV-depl FBS was larger than the S-EV pellet from no-HI FBS and HI-before EV-depl FBS. Transmission electron microscopy, protein quantification, and particle number evaluation showed that HI-after EV-depl significantly increased the protein amount of S-EVs but had no significant effect on L-EVs. Consequently, the protein quantity of S-EVs isolated from three cell lines cultured in media supplemented with HI-after EV-depl FBS was significantly increased. Quantitative mass spectrometry analysis of FBS-derived S-EVs showed that the EV protein content was different when FBS was HI after EV depletion compared to EVs isolated from no-HI FBS and HI-before EV-depl FBS. Moreover, we show that several quantified proteins could be ascribed to human origin, thus demonstrating that FBS bovine proteins can mistakenly be attributed to human cell-derived EVs. We conclude that HI of FBS performed after EV depletion results in changes in the proteome, with molecules that co-isolate with EVs and can contaminate EVs when used in subsequent cell cultures. Our recommendation is, therefore, to always perform HI of FBS prior to EV depletion.

    • In the search of voltage stabilizers for high voltage underground cables the chemical synthesis and electrical tree inhibiting effect of a series of thioxanthone derivatives in cross-linked low-density polyethylene (XLPE) is reported. The strongest increase in electrical tree initiation field under high-voltage alternating current (HVAC) conditions was 55% compared to reference XLPE after the addition of 0.3 wt% 9-oxo-9H-thioxanthen-2-yl methacrylate. Thermal analysis, small angle X-ray scattering and gel content measurements showed that the addition of the stabilizers did not significantly influence the microstructure and gel fraction of XLPE. A comparison between the stabilizing effects of the thioxanthone derivatives and previously reported photophysical properties revealed that a short lifetime of the triplet excited state can be related to a good voltage-stabilizing effect.
