    • Behavioral signal processing and data-fusion have been two important components of the analytical toolbox that is used to understand driver behavior and implement advanced driver assistance systems (ADAS). The recent need for quantitative analysis of driver behavior is now driven by a new revelation that incorporating human-like behavior and control strategies in the autonomous vehicles can increase their safety and acceptability in a mixed-fleet traffic environment. In addition to that, the overall safety and efficiency of the driver-vehicle system in a conditional or partial automation (Level 2–4) can be leveraged if the perception, cognition, and action capabilities of driver are enhanced based on driving-task or traffic-scenario. Motivated by this new interest, this work attempts to define a highlevel semantic analysis framework incorporating eye-motion, road-scene, and vehicle dynamics data. The study aims to identify general trends or patterns in driver behavior, especially concerning focus of attention (FoA), based on two categories: traffic scenario and complexity. To perform semantic analysis, open database from DR(eye)VE Project is used. First, the road-scene video and vehicle dynamics data are used together to obtain a complexity measure in addition to automatic recognition of the traffic-scenario. Next, the raw eye-movement data is processed to obtain gaze distribution maps and metrics. Then, a support vector machine (SVM) is trained using gaze metrics to infer the complexity level or the traffic-scenario. To obtain better separation between two classes (i.e., low vs high complexity or urban vs highway scenarios), the SVM is trained using Bayesian optimization. The results showed that based on the gaze distribution, it is possible to distinguish between urban and highway scenarios (85% accuracy), while this distinction between complexity levels can be even stronger (98% accuracy). The framework can be used as a high-level analysis and inference tool to discover behavioral characteristics of drivers and their relation to FoA patterns.

    • © 2019 International Energy Initiative Microgrids have an important role to play in achieving current international targets of electrifying poor rural communities around the world. In the East-African context, microgrid developers face challenges related to dispersed settlement patterns and high poverty levels that prevent many rural citizens from affording grid connections. Contextual factors influence demand for electricity, leading to uncertainties regarding development of consumption in newly electrified areas. Developers struggle with the sizing of microgrids and often initially oversize the system in anticipation of growing demand, which leads to significant investment costs and economic risk in case projected growth fails to appear. Our focus in this paper is to introduce an approach for flexible and adaptive distribution design – a process that can reduce initial investment cost and still be able to meet the long-term variations of the load in a controlled manner, thereby removing an entry barrier related to microgrid development. We exemplify the usefulness of this design approach in three different application areas: distribution capacity, transformation capacity and level of protection systems. Each application area consists of a number of steps based on mature technologies that correspond to change in capacity. The steps can be taken in sequence or in part, to achieve a system configuration adaptive enough to handle changes in electricity consumption, both increasing and, in some cases, also decreasing. Considerations on how steps would impact on system operation, power transfer capacity and demands on local technical expertise and maintenance are included. Importantly, the technical discussion details socio-economic aspects and the consequences for end-users as well as the utility. We exemplify the feasibility of the approach and provide a context for the discussion using real-world examples from East Africa.

    • This paper provides a genealogy of the emergence of a common EU flood policy, including the scope and direction of this policy. Noticing how EU policy proposes green infrastructure (associated with using nature as a buffer zone in managing floods) as an alternative to grey infrastructure (implying fixed installations of concrete and cement), this paper adopts the theoretical lens of the so-called infrastructural turn, which advocates a relational investigation of infrastructure. By engaging this approach, the paper shows how flood infrastructure can contain very different compositions of (unruly) water and (settled) land. A narrative of a historically strong focus on guarding society from the powerful forces of nature through a fixed line of defense is increasingly giving way to more muddy states—quite literally—where society is expected to learn to live with flooding and show ecological consideration. To capture the EU’s, and especially the European Commission’s efforts to establish a pan-European flood infrastructure that accommodates this turn, the concepts of de- and re-infrastructuring are developed. These concepts act as heuristic devices to capture how policy performs some combinations between water and land as constituting an attractive and functional flood infrastructure, but constitutes other infrastructural relations of the aquatic and the terrestrial as undesirable and, hence, as malfunctioning. This performative act of distinguishing between what constitutes “good and proper” versus “bad and undesirable” infrastructure is referred to as a politics of infrastructure.

  • Defend, Retreat and Attack: Urban Waters and Valuation Practices

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.

    • Successful decarbonisation of the supply chains for buildings and infrastructure, including the production of basic materials, will involve the pursuit - in parallel - of measures to ensure circularity of material flows, measures to improve material efficiency, and to radically reduce CO2 emissions from basic materials production. Emphasis in this work has been on how “intangible” factors such as implicit or explicit constraints within organisations, inadequate communication between actors in the supply chain, overly conservative norms or lack of information, hinder the realisation of the current carbon mitigation potential. Although this work draw primarily from experiences in Sweden and other developed economies we believe the focus on innovations in the policy arena and efforts to develop new ways of co-operating, coordinating and sharing information between actors (SDG17) and on practices and processes that could enable more sustainable resource use in infrastructure construction may be of relevance also elsewhere. Not the least, since there are still many regions of the world where much of the infrastructure to provide basic services remains to be built (SDG6-7, SDG9, SDG11) a challenge that must be handled in parallel with efforts to reduce/erase the climate impact from infrastructure construction (in line with the Paris Agreement and SDG13).

  • Off the record: The invisibility work of doctors in a patient-accessible electronic health record information service.

    • In this article, we draw on Michael Lipsky's work on street-level bureaucrats and discretion to analyse a real case setting comprising an interview study of 30 Swedish doctors regarding their experiences of changes in clinical work following patients being given access to medical records information online. We introduce the notion of invisibility work to capture how doctors exercise discretion to preserve the invisibility of their work, in contrast to the well-established notion of invisible work, which denotes work made invisible by parties other than those performing it. We discuss three main forms of invisibility work in relation to records: omitting information, cryptic writing and parallel note writing. We argue that invisibility work is a way for doctors to resolve professional tensions arising from the political decision to provide patients with online access to record information. Although invisibility work is understood by doctors as a solution to government-initiated visibility, we highlight how it can create difficulties for doctors concerning accountability towards patients, peers and authorities.

  • Vulnerable road users and the coming wave of automated vehicles: Expert perspectives

    • Automated driving research over the past decades has mostly focused on highway environments. Recent technological developments have drawn researchers and manufacturers to look ahead at introducing automated driving in cities. The current position paper examines this challenge from the viewpoint of scientific experts. Sixteen Human Factors researchers were interviewed about their personal perspectives on automated vehicles (AVs) and the interaction with VRUs in the future urban environment. Aspects such as smart infrastructure, external human-machine interfaces (eHMIs), and the potential of augmented reality (AR) were addressed during the interviews. The interviews showed that the researchers believed that fully autonomous vehicles will not be introduced in the coming decades and that intermediate levels of automation, specific AV services, or shared control will be used instead. The researchers foresaw a large role of smart infrastructure and expressed a need for AV-VRU segregation, but were concerned about corresponding costs and maintenance requirements. The majority indicated that eHMIs will enhance future AV-VRU interaction, but they noted that implicit communication will remain dominant and advised against text-based and instructive eHMIs. AR was commended for its potential in assisting VRUs, but given the technological challenges, its use, for the time being, was believed to be limited to scientific experiments. The present expert perspectives may be instrumental to various stakeholders and researchers concerned with the relationship between VRUs and AVs in future urban traffic.

  • Drivers and barriers to business-to-business carsharing for work trips – A case study of Gothenburg, Sweden

    • Carsharing is an important element in the transition to a more sustainable transport system. In contrast to the widely studied business-to-consumer (B2C) market segment, studies on Business-to-business (B2B) carsharing and its impacts are limited. This paper analyses the factors that drive and hinder organisations from using B2B carsharing for their employees’ work trips. The paper takes a case study approach, analysing B2B carsharing use for local work-trips at seven employers in Gothenburg, Sweden, based on interviews with employers, property owners, and carsharing operators. Our results indicate that carsharing services can contribute to reducing the employers’ costs for work-trips, ensuring the sustainability and safety of the employee's work-trips, as well as increasing the employer's workplace attractivity. However, carsharing services are currently used only to a very limited extent. Obstacles that limit a greater use of carsharing services are employers’ lack of data on the employees’ work travel patterns, little economic incentives for employers, as well as parking management and travel policies that favour the use of the private car.

    • This paper proposes a methodological redirection of the philosophical debate on artificial moral agency (AMA) in view of increasingly pressing practical needs due to technological development. This “normative approach” suggests abandoning theoretical discussions about what conditions may hold for moral agency and to what extent these may be met by artificial entities such as AI systems and robots. Instead, the debate should focus on how and to what extent such entities should be included in human practices normally assuming moral agency and responsibility of participants. The proposal is backed up by an analysis of the AMA debate, which is found to be overly caught in the opposition between so-called standard and functionalist conceptions of moral agency, conceptually confused and practically inert. Additionally, we outline some main themes of research in need of attention in light of the suggested normative approach to AMA.
