    • Artificial Intelligence (AI) in Command and Control (C2) raises questions about the interaction between operators on different levels on the one hand and AI-supported information systems on the other. For some purposes, the aggregation and analysis of large “big data”-sets creates potential for prediction and calculations of probabilities, while for other purposes human heuristics may be as promising depending on the situation. What has been more rarely discussed, is the very quality of data underpinning such calculations, and thus also operators’ awareness of the validity of predictions in relation to any specific situation. This is an urgent debate, considering the fact that full transparency may be impossible and underpinning data may be based on exercises, simulations, real-time data, or a mix thereof. Based on a fundamental classification of different kinds of uncertainties, this article discusses how data of different origins and quality can be managed and communicated to allow for operators to assess on what basis predictions are made. The article further suggests that looking at other fields of research may be useful for exploring unconventional ways of highlighting the existence and quality of different kinds of data of different origins in order to assess its predictive power. Finally, the article discusses how AI may change the role of analysts with regard to such issues.

    • The balance between structure and handling uncertainty through mindfulnessremains a riddle in occupational health and safety. In a similar vein, therelationship between strategy, business models, management control, and itsinfluence on actual practice is still poorly understood. Hence, the notion ofdoctrines is here suggested as a new way of talking about these tensions, asa middle-way between abstract models and routines on the one hand, andactual mindful practices on the other. What becomes clear in this explorationis that the tension between structural abstractions on the one side andthe concrete everyday, and possibly mindful, practice on the other are notonly theoretical and practical concerns, but touches on the fundamentalintelligibility of human action.

    • A multilevel theory of agility for C2 is absent. This paper uses an organizing paradigm to reinterpret the existing body ofresearch in order to explore the multilevel self-organizing dynamics that underpin the emergence of organizationalagility. Following social theory’s practice-turn, we outline in section 2 the essence of the organizing paradigm and mapsome of its implications. We reflect on the routines, creativity and complexity inherent in human organizing, and howorganizing practices manifest new collective C2 capabilities for unanticipated, unexpected and unfamiliar circumstances.Then we consider the role and limits of individual agency and rationality within the process of organizing, placing theemphasis on a collective process of structuring that imposes change and order in structure. In section 3 we present anillustration of some organizing principles and practices that may feature within a multi-level theory of agility. We explorehow collective sensemaking is intertwined with collective organizing, and briefly reflect on a conceptual model of agilityin the organizing paradigm. In the concluding section 4 we discuss the usefulness of an organizing paradigm for C2 agilityresearch and invite collaboration in researching cross-level organizing processes and practices.

  • Exploring Purposeful use of Innovation Self-assessments

    • Innovation management is a multidimensional practice characterized by the requirement of a constant renewal to maintain an organization’s relative innovativeness. A practice highly characterized by a requirement to handle uncertainty, risk, and long lead times, which requires an active management of both the prerequisites of today and a yet-undefined future. Therefore, it is of little surprise that the so-called “innovation audits,” with their purpose of direct or indirect improvement are often considered a vital part of innovation management practices. This thesis focuses on the internal self-assessment use of such audits by organizations to self-assess their current state of innovativeness against indicators of good practice or their own prior state. The purpose of such innovation audits is to reveal gaps between the current and desired state, which the organization can use to develop improvement activities.Substantial empirical and theoretical research on innovation audits exists, which focuses primarily on the development of the audit itself, but seldom on enacting audits that lead to desired improvements. Much innovation audit research discusses the areas to assess and the development of different types of indicators, statements, and framework, which represents these assessment areas. The problem is that no matter how well the indicators identify possible improvement areas or gaps between current and desired states, it still says very little about integrating retrieved information into activities that actually lead to the desired improvements.This thesis takes a process perspective on the undertaking of an innovation self-assessment audit (ISA). Rather than examining what to assess and how to use the result, it focuses on the undertaking of an ISA as an improvement process in itself. The overall objective is to contribute to the understanding of why a purposeful use of ISA emerges (or does not emerge). To this end, this thesis collects empirical data about ISA use and its context from qualitative case studies, involving 14 self-assessment groups from 9 different organizations. The findings from these studies is presented in the six appended papers that address different perspectives on ISA use and contextual prerequisites.To better understand why a purposeful use of ISA emerges (or does not), it was necessary to bring the appended papers together and undertake a more focused discussion on ISA use as a process in its entirety. Therefore, this thesis recontextualizes the six appended papers against a new theoretical framework based on theories on processes, complex adaptive systems (CAS), and competence-in-use.The theoretical discussion in this thesis offers several contributions. First, by approaching the undertaking of ISA as an improvement process, it focuses on the continuity of the process, which in turn allows a distinction between the execution of the process and the enabling of this execution. Second, the enactment of purposeful use is related to knowledge about the focus area of the assessment (e.g. innovation culture or capabilities) and the current state being assessed. Together, these create the basis for the theorization of a four-dimensional ISA competence-in-use that impacts how ISA can be purposefully enacted. Overall, the main reason why purposeful use emerges (or does not) does not seem to be so much about having a high ISA competence-in-use, as having high correspondence between expectations and competence-in-use.Together, this contributes to an increased understanding of why purposeful use emerges (or does not), making this its primary contribution within the field of innovation management. The focus on self-assessment use as an improvement process embedded in the organizational context it intends to improve, does give a more general relevance to the discussion on improvement processes, and the use of self-assessment audits outside the field of innovation management.The contribution of this thesis is closely related to the use of ISA and can be used to support the process of planning and undertaking an ISA. This thesis also contributes to knowledge on ISA competence-in-use, which can guide practical choices in undertaking an ISA for more purposeful use.

  • Enabling Dynamic Capability : Managing and Organizing for Change

    • This doctoral thesis is based on a longitudinal single-case study conducted over five years within a product development context at a manufacturing company. In dynamic environments that demand flexibility and adaptability, it is essential to understand how organizations can improve dynamic capabilities to remain viable and competitive during periods of turbulence and change. This challenge is especially central to product development organizations offering customer-specific products as it tends to increase organizational complexity. An excessive focus on internal coordination and control to manage this complexity has led to inertia due to establishment of strict, rigid processes and hierarchical bureaucracies within organizational management and design.This study aims to contribute with new knowledge on how organizations operating in dynamic contexts can develop adaptability to changing needs. Specifically, it seeks to understand how to design and manage organizations to increase their preparedness for and adaptability to change. Investigating the factors and mechanisms that influence an organization's dynamic capability can provide insights into the sources of inertia and support the transition toward a more dynamic structure. The longitudinal study is based on data collected through an initial interview study followed by a questionnaire study, and finally through a concluding interview study. The research has been phenomenon-driven; as the organization’s circumstances have evolved, the focus of the study has shifted accordingly. Emerging from the aggregated results of the longitudinal study, the overall scope of the research is the change process, transitioning from a rigid to a more dynamic organization. Research findings are presented in five appended papers.Analysis from literature studies and the empirical study show that the primary focus on improving performance often centers on internal efficiency. However, within the case company, tension arose between the desire of strict control according to predefined processes and plans and the actual need for flexibility. Dynamic contexts require working processes that facilitate reactive problem-solving, creativity, and flexibility, as well as managers capable of going back and forth between management styles to benefit performance. Successful organizational reconfiguration depends on developing the conditions that enable the firm's dynamic capability in relation to its context. This involves identifying both the microfoundations that generate dynamic capability and the internal and external constraints to change.Considering the external environment is crucial for developing an understanding of how to best organize and manage resources and capabilities, which places demands on managerial capabilities. Managers must possess the skills to monitor the external environment and formulate strategies to respond to changing conditions, as their interpretation of the external environment will influence their decisions, which will subsequently enable or hinder possible actions. The design of organizations will impact the ability to rearrange resources and capabilities. Processes and working procedures must allow for reconfigurations to respond swiftly to changing constraints or opportunities. The use of multiple theoretical perspectives has been imperative in the analysis of the data, and the theoretical contribution extends to exploration of various factors and mechanisms that influence an organization's dynamic capability.

  • Making sense of complexity in governance : the case of local public management in the City of Stockholm

    • This study found that the problem-solving capacity of a public organization can be understood in terms of the legitimacy of the formulated problems and solutions. Increasing the problem-solving capacity depends on not only the acceptance of problems and how to solve them but also on formal structures and processes. Sensemaking and framing are important keys to unlocking how legitimacy is built, and consequently, how problem-solving capacity is built in a complex organization. We contend that although governance theory recognizes complexity through concepts such as networks and multi-levelness, empirical research tends to downplay what complexity can entail, thus limiting the theoretical development and practical usability of governance theory. Using complexity as a sensemaking framework, we analyze how the top-tier managers of a capital understand the challenges and solutions of coping with rapid growth. We argue that although complexity theory is no panacea to unlocking the difficulties of public sector challenges, it can be a valuable guide to future research on governance.

    • Automation is dramatically changing the nature of laboratory life science. Robotic lab hardware that can perform manual operations with greater speed, endurance, and reproducibility opens an avenue for faster scientific discovery with less time spent on laborious repetitive tasks. A major bottleneck remains in integrating cutting-edge laboratory equipment into automated workflows, notably specialized analytical equipment, which is designed for human usage. Here we present AutonoMS, a platform for automatically running, processing, and analyzing high-throughput mass spectrometry experiments. AutonoMS is currently written around an ion mobility mass spectrometry (IM-MS) platform and can be adapted to additional analytical instruments and data processing flows. AutonoMS enables automated software agent-controlled end-to-end measurement and analysis runs from experimental specification files that can be produced by human users or upstream software processes. We demonstrate the use and abilities of AutonoMS in a high-throughput flow-injection ion mobility configuration with 5 s sample analysis time, processing robotically prepared chemical standards and cultured yeast samples in targeted and untargeted metabolomics applications. The platform exhibited consistency, reliability, and ease of use while eliminating the need for human intervention in the process of sample injection, data processing, and analysis. The platform paves the way toward a more fully automated mass spectrometry analysis and ultimately closed-loop laboratory workflows involving automated experimentation and analysis coupled to AI-driven experimentation utilizing cutting-edge analytical instrumentation.     • The purpose of this article is to discuss the transformation of Twitter from a usable tool for spreading information to a space for learning. When we talk about different software, we in many cases can’t phantom their outreach and connectivity. Specific software solutions have been integrated into our lives making them a part of ourselves. Specific tools can be designed to enhance specific functions within the software such as automatic accounts spreading keywords users write. Users are humans and perceive their cyber environment in the same way as they perceive human interaction in real life. The transformation changed the tool to an area of operation where different stakeholders can interact with each other. From an intelligence perspective, the distinction between technology and HUMINT no longer serves its purposes of classification – it has merged into one and the same. From the perspective of C2, information technology in itself is still emphasized at the cost of other dimensions, hence obscuring the very mechanisms of how what is only seen as social media in fact is a dimension of itself. While the human dimension is sometimes addressed, there is a dearth of research exploring its workings.

    • Machine learning (ML) and artificial intelligence (AI) are taking the world by storm. Armed forces around the world are thinking about new concepts or adaptations to integrate ML and AI in different functions affecting the military work environment. The purpose of this article is to broaden the perspective and challenge the perception of a military ML or AI integration. Military exercises are important tools for armed forces throughout the world. Learning to fight wars in a safe environment which emphasizes learning, saves lives on the battlefield. Through the theoretical framework of human activity, it is possible to understand the challenges soldiers and officers face when conducting double-sided live field exercises. The introduction of ML and AI in the exercise environment also creates a new learning environment with two more learning participants. By understanding the human zone of proximal development, we can also better understand the learning limitations and constraints an integrated ML or AI must consider before adjusting the algorithm. Simply accepting every collected data stream from a double-sided live field exercise might lead to learned faults and errors endangering the lives of soldiers and officers. To mediate the risk a new type of exercise needs to be developed with a focus on all participants learning opportunities both human and machine

    • The purpose of this paper is to discuss the conception of speed in command and control (C2) systems’ impact on human thought and to introduce the notion of “Combat Integrated Learning” (CIL). In a context of increased complexity, unpredictability and ambiguity, adaptation not only concerns agility in terms of speed, but through resilience, self- healing and – in lack of calculable consequence ethics – an Aristotelian notion of virtue as a stable equilibrium of the soul as a basis for choice of action “knowingly and for its own sake”. As humans we have many cognitive functions which impact how we perceive information i.e., sensemaking and situation awareness. But the essence of thinking is a philosophical issue where philosophers like Arendt previously explained the emergence of banal evil as ordinary men having lost their ability to think. C2 systems that make us reactive to a piece of information, inciting speed to act, minimize human reflection and learning. Developing time effective C2 systems could in fact lead to the creation of military stupidity. Authority, organizational and administrative procedures may lead to normalization of risk, morally questionable attitudes and actions, routinized humiliation and behavior that ultimately break down sensemaking and the sense of “self” in degraded environments. C2 systems and their uses may hamper intelligent action through the loss of an active agency of the individual, thus impede understanding and management of the battlespace, especially in the light of deception and disinformation, and unclear causal relations of events in constrained environments. This paper points at potential good practices in the face of ambiguity.
