  • Social ties explain catch portfolios of small-scale fishers in the Caribbean

    • Small-scale fisheries often involve weak management regimes with limited top-down enforcement of rules and minimal support from legal institutions, making them useful model systems for investigating the role of social influence in determining economic and environmental outcomes. In such regimes, interpersonal relationships are expected to have a strong effect on a fisher's catch portfolio, the set of fish species targeted by an individual fisher. Here, we test three competing hypotheses about social influence using belief propagation network models and show that a peer-to-peer information-sharing social network is key to explaining catch portfolios at a small-scale fishery in Jamaica. We find that experience dictates the direction of influence among fishers in the social network, with older fishers and information brokers having distinct roles in shaping catch patterns for large- and small-sized fish species, respectively. These findings highlight concrete opportunities for harnessing social networks in natural resource management. Our new approach to modelling social influence is applicable to many social-ecological systems with minimal legal and institutional support or those that rely heavily on bottom-up participatory processes.

  • 'Bunkering down' : How one community is tightening social-ecological network structures in the face of global change

    • Complex networks of relationships among and between people and nature (social-ecological networks) play an important role in sustainability; yet, we have limited empirical understanding of their temporal dynamics.We empirically examine the evolution of a social-ecological network in a common-pool resource system faced with escalating social and environmental change over the past two decades.We first draw on quantitative and qualitative data collected between 2002 and 2018 in a Papua New Guinean reef fishing community to provide contextual evidence regarding the extent of social and environmental change being experienced. We then develop a temporal multilevel exponential random graph model using complete social-ecological network data, collected in 2016 and 2018, to test key hypotheses regarding how fishing households have adapted their social ties in this context of change given their relationships with reef resources (i.e. social-ecological ties). Specifically, we hypothesized that households will increasingly form tight-knit, bonding social and social-ecological network structures (H1 and H3, respectively) with similar others (H2), and that they will seek out resourceful actors with specialized knowledge that can promote learning and spur innovation (H4).Our results depict a community that is largely ‘bunkering down’ and looking inward in response to mounting risk to resource-dependent livelihoods and a breakdown in the collaborative processes that traditionally sustained them. Community members are increasingly choosing to interact with others more like themselves (H2), with friends of friends (H1), and with those connected to interdependent ecological resources (H3)—in other words, they are showing a strong, increasing preference for forming bonding social-ecological network structures and interacting with like-minded, similar others. We did not find strong support for H4.Bonding network structures may decrease the risk associated with unmonitored behaviour and help to build trust, thereby increasing the probability of sustaining cooperation over time. Yet, increasing homophily and bonding ties can stifle innovation, reducing the ability to adapt to changing conditions. It can also lead to clustering, creating fault lines in the network, which can negatively impact the community's ability to mobilize and agree on/enforce social norms, which are key for managing common resources.

  • Brokerage activity, exclusivity and role diversity: A three-dimensional approach to brokerage in networks

    • The purpose of this paper is to connect central theoretical contributions to the study of brokerage and propose a novel conceptual and analytical approach for investigating it. On one hand, it builds on, and further substantiate the utility of, the innovation of conceptualizing brokerage activity and brokerage exclusivity separately, whilst analyzing them together. On the other hand, it also builds on the seminal notion of qualitatively different brokerage roles and introduces the conceptual innovation of brokerage role diversity to study the implications of and for actors occupying one or several roles to similar or varying degrees. These implications are further unpacked by analyzing the specific brokerage activity and exclusivity for each brokerage role separately, before reassembling the results into a rich description of the patterns of brokerage among different types of actors. This three-dimensional approach was applied to study brokerage in a network of individual actors governing flood risk mitigation in a catchment area in Southern Sweden. The results suggest that studying these three dimensions of brokerage simultaneously provides a sharper lens that picks up important nuances that available approaches may fail to reveal. The paper makes a substantive contribution to the knowledge of brokerage in collaborative governance of complex issues, as well as a methodological contribution to the study of brokerage in general.

  • A diagnostic for evaluating collaborative responses to compound emergencies

    • The burgeoning literature on compound disasters has advanced the understanding on the causes and drivers of multiple hazard events. Yet, so far, this literature has provided limited insights concerning how multiple hazard events, triggering compounded emergencies, challenge emergency response systems. Here we develop a diagnostic to assess specific challenges facing response systems when confronted with spatially and/or temporally compounded hazard events. The diagnostic comprises three elements. First, compound emergency scenarios are defined based on biophysical links within and between communities, and/or temporal overlap between hazardous events. Second, by drawing from recent public administration literatures, we develop a network-centric model of an emergency response system consisting of actors, venues and functions. Third, we formulate a set of diagnostic questions to specify whether and how compound emergencies challenge response systems. These advances together form a diagnostic tool for researchers as well as practitioners to identify potential weak spots in emergency response systems. The diagnostic also helps assessing what cognitive, preparatory, and planning capacities are needed to ensure more effective responses to compound emergencies.

    • Reviewing and synthesizing how an interdisciplinary network perspective can inform on governance and adaptation processes in regions undergoing rapid social-, economical-, and environmental changes. Increasing and intensifying the use of land represents a prominent sustainability challenge of particular importance in regions undergoing rapid change while at the same time exhibiting large natural and anthropocentrically induced variability. To reconcile the needs for both human prosperity and healthy ecosystems, a more integrated understanding of key biophysical and adaptation processes is paramount in such dynamic and deeply entangled social and environmental contexts. Interdisciplinary research utilizing a network perspective provides a novel methodological and theoretical approach to that end. We review and synthesize recent network-centric studies, and use this network perspective to show how rangeland managers in a dynamic pastoral region in the Qinghai Province of China form social relationships based on geographic proximity, social status and shared grazing areas. The results indicate that adaption to biophysical and socioeconomic changes is partly a social process in that rangeland managers develop their adaptive capacity jointly and in concert with others they trust and with whom they share grazing areas. Avenues for further development of this network perspective, in terms of how it might contribute important new insights about how to sustainably use land in dynamic landscapes undergoing rapid change, are suggested.

  • Choose your collaborators wisely : Addressing interdependent tasks through collaboration in responding to wildfire disasters

    • Responding to disastrous wildfires traversing geographical scales requires multi-actor collaboration to address a series of interdependent operational tasks. While this type of distributed collective action problem is salient across governance contexts, less is known about if and how collaboration helps individual actors effectively address their tasks. Applying a novel network-centric method to wildfire responder networks in Canada and Sweden, this study shows that when actors working on the same tasks collaborate, and/or when one actor addresses two interdependent tasks, effectiveness increases. The number of collaborative ties an actor has with others does not enhance effectiveness. Furthermore, when the chain of command is unclear, and/or when actors lack recent disaster management experience and/or pre-existing collaborative relationships, effectiveness only increases if multiple actors collaborate over multiple interdependent tasks. The results have implications for disaster response agencies, and they provide valuable insights for collaborative responses to significant societal and environmental challenges.

    • As the urgent need for societies to steer towards sustainability is becoming increasingly apparent, sustainability science as a research community is facing difficult challenges successfully navigating the intensifying and often harsh political debates. An important line of conflict is (still) between the political left and right, although other conflicts are gaining increasing attention. As private corporations are stepping up their conservation agendas and non-governmental organizations are increasingly embracing market mechanisms to achieve healthier ecosystems, the scholarly community of sustainability science appears to be turning more to the political left. To navigate these entangled scientific and political landscapes, accomplishing constructive debates emphasizing the value of nurturing a broad spectra of viewpoints should be given higher priority in all forums where issues of sustainability are discussed.

    • 1. Collaborative approaches to environmental governance are drawing increased interest in research and practice. In this article we investigate the structure and functioning of actor networks engaged in collaboration.2. We specifically seek to advance understanding of how and why collaborative networks are formed as actors engage in addressing two broad classes of collective action problems: coordination and cooperation. It has been proposed that more risk-prone cooperative problems favour denser and more cohesive bonding network structures, whereas less risky coordination problems favour sparser and more centralized bridging structures.3. Recent empirical findings, however, cast some doubts on these assumptions. In building on previous work we propose and evaluate a set of propositions in order to remedy these ambiguities. Our propositions build on the assumption that bridging structures could, if actors experience sufficient levels of trust in the collaborative process, adequately support both cooperation and coordination problems.4. Our empirical investigation of four UNESCO Man and Biosphere Reserves gives initial support for our assumptions, and suggests that bridging structures emerge when actors have trust in the collaborative endeavour, and/or when the cost of collaborative failure is deemed low. While caution is warranted due to data limitations, our findings contribute to improved policies and guidelines on how to stimulate and facilitate more effective collaborative approaches to environmental governance.     • Institutions are vital to the sustainability of social-ecologicalsystems, balancing individual and group interests andcoordinating responses to change. Ecological decline andsocial conflict in many places, however, indicate that ourunderstanding and fostering of effective institutions for naturalresource management is still lacking. We assess theoreticaland methodological challenges facing positivist institutionalanalysis, focusing on natural resource governance according toOstrom’s social-ecological systems (SES) framework. Ratherthan adding more variables, progress requires a clearer, moreconsistent approach to selecting, defining and measuringinstitutional elements; stronger links between theory andempirical research; a greater focus on mechanisms andcausality; and the development and application of newmethods, including quantitative approaches. Strengthening theconnections between theory, models, and data suggestsseveral promising avenues for advancing institutional analysisthrough the study of relationships between institutionalstructure, process, function, context, and outcomes.

    • Bottom-up approaches are often presented as a remedy to environmental governance problems caused by poorly aligned social institutions and fragmented ecosystems. However, there is a lack of empirical evidence demonstrating how such social-ecological fit might emerge and help achieve desirable outcomes. This paper combines quantitative social-ecological network analysis with interviews to investigate whether bottom-up approaches in lake governance improve the fit. We study groups of residents seeking to improve management of a network of lakes in Bengaluru, India. Results show that 23 'lake groups' collaborate in a way that aligns with how lakes are hydrologically connected, thus strengthening the social-ecological fit. Three groups founded around 2010 have mobilized support from municipal officers and introduced an ecosystem-based approach to lake management that recognizes their ecological functions and dependence on, the broader hydrological network. These groups have also changed how other lake groups operate: groups founded after 2010 are more collaborative and more prone to contribute to social-ecological fit compared to the older lake groups. This paper demonstrates the utility of a theoretically informed method for examining the impact of bottom-up approaches, which, we argue, is important for a more informed perspective on their relevance and potential contribution to urban environmental governance.
