- Kenya, as with other developing countries, has joined the global bandwagon of using digital technologies to increase domestic revenues. Within the new strategies, lie great potential in achieving sustainable development, however, the shift is happening quite rapidly and has been made mandatory within a short period of time. The implications of this shift have prompted this research to analyse how it has shaped tax practices in Kenya. This study addresses the implementation strategies of an e-filings system, ITax in Kenya that was piloted, adopted and made mandatory in a short period of time. ITax as demonstrated in this dissertation has led to complexities including shifting tax expertise from tax consultants to information and communication technology (ICT) experts. I analyse what is at stake for all actors involved from those who commission its use to the taxpayers. I also ana-lyse whether Kenya was prepared economically or infrastructurally for this shift. The outset for this dissertation is models like ITax interface with the different interests of social/institutional worlds as it travels and gets translated generating complex and unintended effects. This study therefore combines postcolonial and technoscientific approaches in order to understand how the current implementation of ITax is connected to colonial development and fiscal rationale. Methodologically, this dissertation contributes to the socio-cultural perspectives to studying tax.

- In science and technology studies today, there is a troubling tendency to portray actors in the biosciences as "cultural dopes" and technology as having monolithic qualities with predetermined outcomes. To remedy this analytical impasse, this article introduces the concept styles of valuation to analyze how actors struggle with valuing technology in practice. Empirically, this article examines how actors in a bioscientific laboratory struggle with valuing the properties and qualities of algorithms in a high-throughput setting and identifies the copresence of several different styles. The question that the actors struggle with is what different configurations of algorithms, devices, and humans are "good bioscience," that is, what do the actors perform as a good distribution of agency between algorithms and humans? A key finding is that algorithms, robots, and humans are valued in multiple ways in the same setting. For the actors, it is not apparent which configuration of agency and devices is more authoritative nor is it obvious which skills and functions should be redistributed to the algorithms. Thus, rather than tying algorithms to one set of values, such as "speed," "precision," or "automation," this article demonstrates the broad utility of attending to the multivalence of algorithms and technology in practice.

- ‘Our friends have been suggesting for quite a long time that we visit this wonderful city. [...] They have a famous cathedral there, Salisbury Cathedral. [...] It’s famous for its clock. It’s one of the oldest working clocks in the world.’ These words are from an interview with two Russian men on Russian state television news (Russia Today, RT) on 7 March 2018 (Figure 1.1).1?Their appearance followed an incident on 4 March 2018, when Salisbury resident Sergei Skripal and his daughter Yulia were rushed to hospital. The authorities found traces of Novichok A-234, a nerve agent, at the?scene. The two Russian men were subsequently named as suspects by British police and their faces splashed all over the news (Figure 1.2). The?UK government took the bold step of accusing the Russian government of attempted murder and expelling several Russian diplomats. Then?suddenly the two suspects appeared on TV. The interviewer asked them why they were in Salisbury and if they worked for the Russian?Intelligence Services to which their cryptic reply was “Do you?”. When pressed about their actual profession they offered, “If we tell you about?our business, this will affect the people we work with.”
