At the same time, municipal welfare services, such as urgent municipal child support services, are urgently in need of new ways of structuring their operations and processes in order to support target groups (Skolverket, 2017; Socialstyrelsen, 2017a). Overall, both governments and researchers have identified a need for innovation in public service organisations due to changes towards increased complexity and unpredictability in society, the limits of bureaucratic organisation, and budgetary restrictions (Alves, 2013; Fuglsang and Sundbo, 2016; SKL, 2017; Socialstyrelsen, 2017b). In public administration and management research, there has been an increasing acknowledgement of the centrality of collaborative innovation as a way to address these challenges (Kickert et al., 1997; Bekkers et al., 2011; Sørensen and Torfing, 2011). Many studies of innovation in public service delivery focus on factors contributing to successful implementation of innovations, and not on the outcome (Voorberg, Bekkers and Tummers, 2015). Knowledge of factors that facilitate and hamper collaborative innovation is of course important from a public management and governance perspective, but does this type of research help public service organisations to become more innovative?In public management research, it has been proposed that the service-dominant logic has a potential of improving innovation in the welfare sector (e.g., Osborne et al., 2015; Osborne et al., 2013; Quist and Fransson, 2014; Radnor et al., 2014). According to a service-dominant logic, the innovative elements and innovation capabilities emphasize constantly finding the best possible solutions to facilitate the customer or end user. This means that service logic and innovation are close to each other as concepts (Lusch och Vargo, 2014; Skålén, 2016; Quist and Fransson, 2014). Less, if anything, has to date been published on empirical studies of implementation of a service-dominant logic in welfare services (Osborne et al., 2015). This paper explores opportunities and challenges for sustainable innovation in operative welfare services through structural and processual management support. More precisely, we will investigate whether service dominant logic can support managers in urgent child support services in the effort to stimulate innovation and provide structures for implementing innovation in a sustainable way. Through this, we want to contribute to the body of knowledge on the implementability of a service-dominant logic in municipal social services, more specifically by testing its usability as a tool for guiding employees and managers in welfare service organisations in developing methods and models for sustainable innovation. The paper also contributes theoretically to the debate on the potential of the service-dominant logic framework in the public sector. This contribution consists of an elaboration of a definition of the service-dominant logic framework in relation to a management/governance approach to public sector innovation.     • This study explores accessibility to public transport facilities and participation in work life experienced by persons with physical and cognitive impairments. Participants were 21 persons with mobility (n = 6), neuropsychiatric (n = 6), hearing (n = 7), or visual impairments (n = 2) (males = 11, females = 10; age range = 16 to 79). Data were collected using focus group discussions and thematically analysed. The findings point to significant physical, social/attitudinal and communication limitations to the access of public transportation and participation in work life. While participants with physical impairments emphasised lack of accessibility in terms of transport accommodations, persons with neuropsychiatric impairments focused on the social and interactional aspects of public transport. Work life participation was mostly impacted by lack of flexibility in work tasks and work organisation, and fear of being misunderstood and perceived as incapable.

    • With a belief that the core of fashion is to recreate the past in perfect congruence with the present together with a photo by Stefanie to set the mood we turned to Marcel Proust for guidance. In his novel In search of lost times Proust introduces the concept of involuntary memories. The taste of the Madeleine cookie evokes Swann’s involuntary memory of things that have vanished over times. How can we through fashion evoke involuntary memories? If the garments are vanishing into transparency will that evoke our involuntary memories of bodies and dresses. If only half a lapel is appearing will that evoke our involuntary memories of coats we used to wear? Isn’t a good piece of fashion one that reminds us of the past but at the same time gives us a feeling of being totally here now? Exploring the themes of form and memory through vanishing details and fabrics. This is carried out through the cuts in detail and silhouette and through the use of prints and ausbrenner treatment of the fabrics.

  • Knowledges of Reading: An Analysis of Swedish Literature Policy 2012-2013

    • The paper explores problematisations of reading in current Swedish literature policy through a discourse analysis of the Swedish Government Commission report on Literature from 2012 and the following Government bill from 2013. The analysis focuses on problematisations of the reading citizen and the knowledge practices that have made these problematisations possible. A central problematisation is the declining reading literacy of children and youth, threatening children's learning and development; democracy; "the culture of reading"; Sweden's economic competitiveness; and the market for Swedish literature. This problematisation produce dividing practices around problematic non-readers and themore desirable readers. Other dividing practices can be identified around youth/adult, pupil/teacher, child/parent, and son/father where the latter should educate the former about the virtues of reading. Underpinning these problematisations are knowledge practices where instrumental policy actions, based on seemingly rational, objective, and empirical research is paired with humanistic building values.

    • This chapter highlights some governance challenges in small-scale fisheries in the East African region using the case of Chwaka Bay, Zanzibar, Tanzania. In this case, self-governance processes involve strong normative and cultural-cognitive aspects that have underpinned de facto management actions and blocked other options towards sustainability. The conflict level between the villages in the Bay is very high and there is a need to address how the system may move from self-governance and conflict to co-governance and cooperation. The chapter focuses on the governance interactions between the state and the fishing villages as well as the state’s failed attempts to break unsustainable self-governance. It identifies the role that the state has played to promote co-management and participation, as well as highlights changing legislation and conservation in the area. What went wrong with these strategies and why? Who and with what method does the capacity for dynamic, interactive governance develop? Who co-ordinates interactions across different identities, interests, and different spatio-temporal scales, and how? Who establishes a common world view for action, and how? Which institution functions as a court of appeal for disputes arising within and over interactive governance?

    • The concept of cultural participation is seldom defined in policy but carries a positive connotation. The aim of this article is to understand how participation is made meaningful by policy stakeholders, exemplified by a swedish municipality, with special attention directed towards two cultural institutions working to enhance young people’s participation. The analysis considered levels of interest in participation, from the policy level, managerial level and civil servant level. The analysis found the meaning of participation shifted from a focus on equal access to empowering young people as a marginalised group, mirroring theories of a shift from a cultural democratisation paradigm to a cultural democracy paradigm in cultural policy. The civil servants shared an understanding that it is possible to distribute power from adults to young people, but the overlap of the two paradigms in the goal of achieving participation resulted in tensions and paradoxes regarding the issue of negotiating power.
