  • Interacting effects of change in climate, human population, land use, and water use on biodiversity and ecosystem services

    • Human population growth and resource use, mediated by changes in climate, land use, and water use, increasingly impact biodiversity and ecosystem services provision. However, impacts of these drivers on biodiversity and ecosystem services are rarely analyzed simultaneously and remain largely unknown. An emerging question is how science can improve the understanding of change in biodiversity and ecosystem service delivery and of potential feedback mechanisms of adaptive governance. We analyzed past and future change in drivers in south-central Sweden. We used the analysis to identify main research challenges and outline important research tasks. Since the 19th century, our study area has experienced substantial and interlinked changes; a 1.6 degrees C temperature increase, rapid population growth, urbanization, and massive changes in land use and water use. Considerable future changes are also projected until the mid-21st century. However, little is known about the impacts on biodiversity and ecosystem services so far, and this in turn hampers future projections of such effects. Therefore, we urge scientists to explore interdisciplinary approaches designed to investigate change in multiple drivers, underlying mechanisms, and interactions over time, including assessment and analysis of matching-scale data from several disciplines. Such a perspective is needed for science to contribute to adaptive governance by constantly improving the understanding of linked change complexities and their impacts.

    • Global urbanisation has led to extreme population densities often in areasprone to problems such as extreme heat, storm surges, coastal and surface flooding,droughts and fires. Although nature based solutions (NBS) often have specifictargets,one of the overarching objectives with NBS design and implementation is toprotect human livelihoods and well-being, not least by protecting real estate andbuilt infrastructure. However, NBS need to be integrated and spatially and functionallymatched with other land uses, which requires that their contribution to societyis recognised. This chapter will present an ecologically grounded, resilience theoryand social-ecological systems perspective on NBS, with a main focus on how functioningecosystems contribute to the ‘solutions’. We will outline some of the basicprinciples and frameworks for studying and including insurance value in worktowards climate change adaptation and resilience, with a special emphasis on theneed to address both internal and external insurance. As we will demonstratethrough real world examples as well as theory, NBS should be treated as dynamiccomponents nested within larger systems and influenced by social as well as ecologicalfactors. Governance processes seeking to build urban resilience to climatechange in cities and other urban dynamics will need to consider both layers of insurancein order to utilize the powerful role NBS can play in creating sustainable,healthy, and liveable urban systems.

    • The circumstances under which different ecosystem service benefits can be realized differ. The benefits tend to be coproduced and to be enabled by multiple interacting social, ecological, and technological factors, which is particularly evident in cities. As many cities are undergoing rapid change, these factors need to be better understood and accounted for, especially for those most in need of benefits. We propose a framework of three systemic filters that affect the flow of ecosystem service benefits: the interactions among green, blue, and built infrastructures; the regulatory power and governance of institutions; and people's individual and shared perceptions and values. We argue that more fully connecting green and blue infrastructure to its urban systems context and highlighting dynamic interactions among the three filters are key to understanding how and why ecosystem services have variable distribution, continuing inequities in who benefits, and the long-term resilience of the flows of benefits.

  • Balancing diversity and connectivity in multi-level governance settings for urban transformative capacity

This in-depth, transdisciplinarystudy investigates how the multi-levelgovernance context in Stockholm, Sweden, influences thetransformative capacity from the perspective of localsustainability initiatives. It was found that even though thedecentralized governance of the Stockholm region hosts agreat potential in supporting city wide transformation, it ishampered by disconnect between actors, levels and sectorsand the short-term funding structure. The suggestedinterventions highlight the tension between enablingcollaborations, while safeguarding a high local diversity ofinitiatives and flexibility to ensure sustained space forinnovation and learning.

  • Developing an analytical framework for assessing progress toward ecosystem-based management

    • Ecosystem-based management (EBM) has become a key instrument of contemporary environmental policy and practice. Given the increasingly important role of EBM, there is an urgent need for improved analytical approaches to assess if and to what extent EBM has been accomplished in any given case. Drawing on the vast literature on EBM, we identify five key ecosystem aspects for assessment. By linking these aspects to four phases of management, we develop an interdisciplinary, analytical framework that enables a high-resolution and systematic assessment of the degree of specificity and integration of ecosystem aspects in an EBM. We then apply the framework to evaluate five coastal EBM initiatives in Sweden, four on the Baltic coast and one on the west coast. Our results demonstrate our framework's usefulness for in-depth and continuous assessments of processes aiming for EBM, and also provide an empirical basis for inferences about the key challenges for successful EBM.

    • With continuous degradation of ecosystems combined with the recognition of human dependence on functioning ecosystems, global interest in ecological restoration (ER) has intensified. From being merely a nature conservation measure, it is today advanced as a way to improve ecosystem functions, mitigate biodiversity loss and climate change, as well as renew human–nature relationships. However, ER is a contested and diversified term used in research, policy and practice. Substantive public funding is allocated towards this end worldwide, but little is known about its concrete purpose and coverage, as well as what decides its allocation. With inspiration from environmental funding literature we analyze the case of Sweden to provide the first national overview of public ER funding. The understudied political context of ER is thus addressed but also regional variation in funding allocation. A database of all national government funding programs between 1995 and 2011 that included projects and sub-programs aiming at practical ER measures was created. Results show that ER activities counted for 11% (130 million USD) of the total government nature conservation funding. Water environments were highly prioritized, which can be explained by economic and recreational motives behind ER. The ER funding was unevenly distributed geographically, not related to either environmental need or population size, but rather to regional administrative capacity. It was also found to be small scale and short term, and hence part of a general trend of "project proliferation" of public administration which runs contrary to ecosystem based management. As ER is not yet a long-term investment in Sweden, commonly seen as an environmental lead state, we expect even less and more short-term ER funding in other countries.

    • Anticipation is increasingly central to urgent contemporary debates, from climate change to the global economic crisis. Anticipatory practices are coming to the forefront of political, organizational, and citizens' society. Research into anticipation, however, has not kept pace with public demand for insights into anticipatory practices, their risks and uses. Where research exists, it is deeply fragmented. This paper seeks to identify how anticipation is defined and understood in the literature and to explore the role of anticipatory practice to address individual, social, and global challenges. We use a resilience lens to examine these questions. We illustrate how varying forms of anticipatory governance are enhanced by multi-scale regional networks and technologies and by the agency of individuals, drawing from an empirical case study on regional water governance of Malaren, Sweden. Finally, we discuss how an anticipatory approach can inform adaptive institutions, decision making, strategy formation, and societal resilience.

    • City-regions as sites of sustainability transitions have remained under-explored so far. With our comparative analysis of five diverse European city-regions, we offer new insights on contemporary sustainability transitions at the urban level. In a similar vein, the pre-development and the take-off phase of sustainability transitions have been studied in depth while the acceleration phase remains a research gap. We address this research gap by exploring how transitions can move beyond the seeding of alternative experiments and the activation of civil society initiatives. This raises the question of what commonalities and differences can be found between urban sustainability transitions. In our explorative study, we employ a newly developed framework of the acceleration mechanisms of sustainability transitions. We offer new insights on the multi-phase model of sustainability transitions. Our findings illustrate that there are no clear demarcations between the phases of transitions. From the perspective of city-regions, we rather found dynamics of acceleration, deceleration, and stagnation to unfold in parallel. We observed several transitions—transitions towards both sustainability and un-sustainability—to co-evolve. This suggests that the politics of persistence—the inertia and path dependencies of un-sustainability—should be considered in the study of urban sustainability transitions.

    • Urban sustainability transitions have attracted increasing academic interest. However, the political-institutional contexts, in which these urban sustainability transitions unfold and by which they are incited, shaped, or inhibited, have received much less attention. This is why we aim at extending previous studies of sustainability transitions by incorporating a multi-level governance perspective. While multi-level governance has been a long-standing theme in political science research, it has remained under-explored in the study of sustainability transitions. This claim is the starting point of our comparative analysis of urban sustainability transitions in Brighton (UK), Dresden (Germany), Genk (Belgium) and Stockholm (Sweden). Our approach “brings the politics back in” by elucidating the dynamics of power concentration and power dispersion generated by different national governance contexts. In our analysis, we explore which opportunities and obstacles these diverse governance contexts provide for urban sustainability transitions.

    • Nature based solutions are amongst other practices that transition initiativeswork with when intervening in their place and change its fabric. Focusing on theactors establishing, driving and scaling these solutions in and across cities, we cometo evince that nature-based solutions have transformative social impact since theymediate new social relations and new social configurations contributing to socialinnovation in cities, and change nature perception and human-nature relations inurban contexts. We built from evidence in three city-regions that over the past yearsthey saw the proliferation of community-based and policy-based initiatives with theaim to improve sustainability, livability and the aspiration to foster inclusivity andsocial justice in their cities: the city of Dresden in Germany, the city of Genk inBelgium and the city-region of Stockholm in Sweden. We will elaborate on the differentways nature based solutions as practices of transition initiatives in cities getscaled and contribute to accelerating sustainability transitions in these city-regions.In line with this, we will draw cross-case lessons for urban planning on the tensionstransition initiatives that experiment with and institutionalize nature-based solutionsin their cities face when actively pursue acceleration strategies and pathways to scale.

  • Flexible land-use and undefined governance: From threats to potentials in peri-urban landscape planning

    • Densification of cities is presently one of the dominating strategies for urbanization globally. However, how densification of cities is linked to processes in the peri-urban landscapes is rather unknown. The aim of this paper is to highlight the potentials in of peri-urban landscapes to be recognized as complementary providers of urban ecosystem services when green areas in cities are reduced by densification. We suggest that the way forward is to change the perceptions of peri-urban areas from being defined as located between cities and rural areas with a specific population density or a geographical distance, to become recognized as a landscape defined by its functionality. By identifying and describing the functionality in peri-urban landscapes the existing governance gaps can be recognized and thus dealt with through adaptation of existing planning tools. Although not yet articulated, peri-urban areas should be used to facilitate integration of top down and bottom up approaches and thereby closing the governance gaps. We illustrate this reasoning by two examples; one of the establishment of green wedges in Stockholm, Sweden, and the other with the establishments of international Model forests. We conclude that further densification of cities will create a lack of ecosystem services in cities by putting an even higher pressure on the peri-urban landscape and not as suggested today that densification lower pressure on peri-urban landscapes. Rethinking and reframing the peri-urban areas by adapting existing platforms will potentially contribute to a more nuanced discussion on strategies for urban development generally.

  • Using Behavioural Insights to Promote Food Waste Recycling in Urban Households-Evidence From a Longitudinal Field Experiment.

    • Promoting pro-environmental behaviour amongst urban dwellers is one of today's greatest sustainability challenges. The aim of this study is to test whether an information intervention, designed based on theories from environmental psychology and behavioural economics, can be effective in promoting recycling of food waste in an urban area. To this end we developed and evaluated an information leaflet, mainly guided by insights from nudging and community-based social marketing. The effect of the intervention was estimated through a natural field experiment in Hökarängen, a suburb of Stockholm city, Sweden, and was evaluated using a difference-in-difference analysis. The results indicate a statistically significant increase in food waste recycled compared to a control group in the research area. The data analysed was on the weight of food waste collected from sorting stations in the research area, and the collection period stretched for almost 2 years, allowing us to study the short- and long term effects of the intervention. Although the immediate positive effect of the leaflet seems to have attenuated over time, results show that there was a significant difference between the control and the treatment group, even 8 months after the leaflet was distributed. Insights from this study can be used to guide development of similar pro-environmental behaviour interventions for other urban areas in Sweden and abroad, improving chances of reaching environmental policy goals.

    • Nanowires (NWs) have unique electrical and optical properties of value for many applications including lighting, sensing, and energy harnessing. Consumer products containing NWs increase the risk of NWs being released in the environment, especially into aquatic ecosystems through sewage systems. Daphnia magna is a common, cosmopolitan freshwater organism sensitive to toxicity tests and represents a likely entry point for nanoparticles into food webs of aquatic ecosystems. Here we have evaluated the effect of NW diameter on the gut penetrance of NWs in Daphnia magna. The animals were exposed to NWs of two diameters (40 and 80 nm) and similar length (3.6 and 3.8 μm, respectively) suspended in water. In order to locate the NWs in Daphnia, the NWs were designed to comprise one inherently fluorescent segment of gallium indium phosphide (GaInP) flanked by a gallium phosphide (GaP) segment. Daphnia mortality was assessed directly after 24 h of exposure and 7 days after exposure. Translocation of NWs across the intestinal epithelium was investigated using confocal fluorescence microscopy directly after 24 h of exposure and was observed in 89% of Daphnia exposed to 40 nm NWs and in 11% of Daphnia exposed to 80 nm NWs. A high degree of fragmentation was observed for NWs of both diameters after ingestion by the Daphnia, although 40 nm NWs were fragmented to a greater extent, which could possibly facilitate translocation across the intestinal epithelium. Our results show that the feeding behavior of animals may enhance the ability of NWs to penetrate biological barriers and that penetrance is governed by the NW diameter.

  • Resilience Assessment in Strategic Planning for Sustainable Development

    • The framework of resilience thinking within sustainability science highlights ability to deal with change and uncertainty, and promotes more adaptive forms of management and governance. While the concept of resilience is increasingly being adopted into policies and planning, as well as by grass-roots movements, environmental and development organizations, many practical approaches to resilience lack theoretical backing. In contrast, the Resilience Alliance’s approach to resilience assessment, described e.g. in the Resilience Assessment Workbook for Practitioners, has a strong theoretical foundation in resilience thinking and builds on empirical research of social-ecological systems. However, few scientific studies have evaluated the usefulness of resilience assessment in practical contexts, such as planning. This raises the question of how to operationalize and apply resilience assessment in contexts outside of academia, and whether it can deliver on the theoretical promise of resilience thinking to help practitioners in local and regional planning address sustainability challenges on multiple levels. To investigate this question, this thesis adopts a transdisciplinary approach, and a focus on practitioner perceptions. The thesis includes two papers. Paper I presents a novel comparison of the Resilience Alliance and Transition Movement’s approaches to apply resilience thinking, and combines them in collaboration with a regional rural development organization in Sweden. Paper II synthesizes lessons across eleven regional natural resource management organizations in Australia that have implemented a resilience assessment approach in their strategic planning processes. Paper II confirmed the suggested potential in participatory resilience assessment to build systems understanding and contribute to features of adaptive governance, e.g. through strengthening partner networks and developing multi-level planning processes (local-regional). The two papers confirm the weakness of resilience assessment in addressing transformations, particularly those needed for Earth System resilience and global sustainability. In relation to this gap, Paper I identifies opportunities for method development, e.g. defining a purpose and system boundaries that open up more for change and highlight connections to higher scales and other places. The difference between the experimental pilot project (Paper I) and the larger-scale, more mainstream application of resilience assessment (Paper II), shows how diverse contexts afford different types of resilience assessment applications. This points to the complementary use of the two types of applications to improve the potential of resilience assessment to facilitate sustainability transformations. In conclusion, the thesis shows the usefulness of engaging practitioners in evaluating resilience assessment applications grounded in specific contexts.

    • Adaptive and multi-level governance is often called for in order to improve the management of complex issues such as the provision of natural resources and ecosystem services. In this case study, we analyse the contemporary multi-level governance system that manages water resources and its ecosystem services in a fresh water lake in Sweden. We assess the relative importance and barriers of three commonly highlighted components of adaptive governance: feeding ecological knowledge into the governance system, use of ecological knowledge to continuously adapt the governance system, and self-organisation by flexible institutions acting across multiple levels. Findings reveal that the trickiest aspect of adaptive governance capacity to institutionalise is the iterative nature of feedbacks and learning over time, and that barriers to the spread of knowledge on social-ecological complexity through the governance systems are partly political, partly complexity itself, and partly a more easily resolved lack of coordination. We call for caution in trusting crisis management to build more long-lasting adaptive capacity, and we conclude that a process of institutionalising adaptive capacity is inherently contingent on political process putting issues on the agenda.

  • Advancing Resilience Practice : Bridging social-ecological resilience theory and sustainable development practice

    • This thesis investigates the application of resilience thinking in different real-world settings and research-practice interfaces, for example in the context of natural resource management, local government planning and food systems. The number of cases of resilience practice are growing, including resilience assessments, planning and action, but there are still few scientific studies and even less synthesis across cases. This thesis describes existing cases of resilience practice, in natural resource management in Australia (Paper I) and across different international cases (Paper II), and experiments with new methods and approaches for improving resilience practice, based on pilot projects of co-production in Sweden (Paper III and Paper IV). The results confirm that resilience practice can contribute to the understanding and adaptive governance of complex social-ecological systems, but is weak in addressing the need for transformations, particularly for the sake of the resilience of Earth systems and global sustainability. The results also highlight practical strategies for engaging with complexity and novel approaches to enhance the potential of local-regional resilience practice to align with global sustainability concerns. The thesis as a whole sheds light on the field of resilience practice, by outlining different approaches, contexts and purposes and contributes to building transdisciplinary networks and relationships in multiple arenas.

  • From resilience thinking to Resilience Planning : Lessons from practice

    • Resilience thinking has frequently been proposed as an alternative to conventional natural resource management, but there are few studies of its applications in real-world settings. To address this gap, we synthesized experiences from practitioners that have applied a resilience thinking approach to strategic planning, called Resilience Planning, in regional natural resource management organizations in Australia. This case represents one of the most extensive and long-term applications of resilience thinking in the world today. We conducted semi-structured interviews with Resilience Planning practitioners from nine organizations and reviewed strategic planning documents to investigate: 1) the key contributions of the approach to their existing strategic planning, and 2) what enabled and hindered the practitioners in applying and embedding the new approach in their organizations. Our results reveal that Resilience Planning contributed to developing a social-ecological systems perspective, more adaptive and collaborative approaches to planning, and that it clarified management goals of desirable resource conditions. Applying Resilience Planning required translating resilience thinking to practice in each unique circumstance, while simultaneously creating support among staff, and engaging external actors. Embedding Resilience Planning within organizations implied starting and maintaining longer-term change processes that required sustained multi-level organizational support. We conclude by identifying four lessons for successfully applying and embedding resilience practice in an organization: 1) to connect internal entrepreneurs to interpreters and networkers who work across organizations, 2) to assess the opportunity context for resilience practice, 3) to ensure that resilience practice is a learning process that engages internal and external actors, and 4) to develop reflective strategies for managing complexity and uncertainty.

However, their application of resilience often lacks theoretical backing and evaluation. This paper presents a novel cross-fertilization of two commonly used approaches for applying resilience thinking: the grassroots movement of Transition Towns and the Resilience Alliance's Resilience Assessment. We compared these approaches through a text analysis of their key handbooks and combined them in a series of participatory workshops with a local partner active in the Transition Movement. Our results demonstrate that despite sharing a number of key features, these two approaches have complementary strengths and weaknesses. Strengths of the Transition Movement include its motivating overarching narrative of the need to transform in response to global sustainability challenges, as well as practical tools promoting learning and participation. The Resilience Assessment's conceptual framework and structured process generated context-specific understanding of resilience, but provided little guidance on navigating transformation processes. Combining the Resilience Assessment's theory on complex systems with the Transition Movement's methods for learning also generated synergies in fostering complexity thinking. Based on these findings, we believe that integrating strengths from both approaches could be widely useful for practitioners seeking to apply resilience for sustainable development. Our study also highlights that methods for assessing resilience can be improved by combining insights from science and practice.

    • Urban transformations form a central challenge for enabling global pathways towards sustainability and resilience. However, it remains unclear what kind of capacity is needed to deliver urban change that is actually transformative. Against a backdrop of current claims and efforts to achieve urban transformations, this special issue reviews the relational concept of urban transformative capacity and how it can inform novel approaches in research, policy, and practice. Drawing on seven papers analyzing diverse empirical contexts, we identify four requirements that should guide future action: (1) foster inclusion and empowerment as prerequisites, (2) close the intermediation gap and strengthen the role of local academia, (3) challenge and reinvent urban planning as a key arena, and (4) enhance reflexivity through novel self-assessment techniques. Overall, current levels of urban transformative capacity are assessed as very low, making its development a high-priority objective for all stakeholders, but for planning and research policy in particular.
