    • Detection and identification of pathogens in environmental samples for biosecurity applications are challenging due to the strict requirements on specificity, sensitivity and time. We have developed a concept for quick, specific and sensitive pathogen identification in environmental samples. Target identification is realized by padlock- and proximity probing, and reacted probes are amplified by RCA (rolling-circle amplification). The individual RCA products are labeled by fluorescence and enumerated by an instrument, developed for sensitive and rapid digital analysis. The concept is demonstrated by identification of simili biowarfare agents for bacteria (Escherichia coli and Pantoea agglomerans) and spores (Bacillus atrophaeus) released in field.

  • A Strong Research Environment for Sustainable Renovation Established in Sweden

    • Abstract: Sweden, as many other nations, faces large-scale, urgent need for renovation of post-war building stocks which have past their technical service life. To ensure the quality and effectiveness from different perspectives, environment, economy and the social, and enhance professionalism of the renovation process, a concretization of models for integrated sustainable renovation and development are needed. Such models will be developed within a research environment for Sustainable Integrated Renovation (SIRen) in Sweden. The approach is inter- and trans-disciplinary involving researchers at universities and institutes, actors in the construction and real estate industry, and relevant authorities, but still with a solid basis in disciplinary research. The research focuses on complex issues of renovation and redevelopment of existing buildings and urban areas conforming to objectives for reduced climate change, altered demographics and increased focus on democracy in planning, which are among the most important challenges for modern society.

  • Citizens as Knowledge Producers in Urban Change: Can Participation Change Procedures and Systems?

    • The aim of the article is to understand more about the potentials of citizen participation in planning. The research project in focus was conducted in a stigmatized Swedish context and was participatory in approach, including local interaction activities, case-based participant observation and key informant interviews. The project aim was to develop knowledge about the interplay between top-down invitations for dialogue and bottom-up citizen initiatives. Two cases are discussed in relation to previous research on participation. The participatory process was shown to influence how ‘socially responsible public procurement’ of a construction project was carried out, and hence the article concludes that citizen participation in design can influence systems and procedures. The question of how such knowledge and awareness can develop the planning profession ends the article.

    • Invånarens roll i planering och stadsutveckling håller på att förändras och samhällsbyggande sker i nya former där medborgardialoger får allt större utrymme. Synen på medborgardeltagande utvecklas och tjänstemän på olika nivåer och från skilda förvaltningar får ett delat ansvar för helheten. Deras arbete balanserar hela tiden mellan kontroll och öppenhet. Tolv deltagare i forskningsprojektet Mellanplats skriver om dialogens platser och former med utgångspunkt i två stadsdelar i Göteborg. Texterna handlar om makt och dialog, om medskapande design, om dialogens politik och om att en ny roll för planerare håller på att utvecklas. Vi vänder oss till alla som arbetar med och är intresserade av stadsutvecklings- och demokratifrågor. Vi hoppas att vi kan ge nya intressanta infallsvinklar som kan bli användbara i det dagliga arbetet med att utveckla inkluderande och hållbara städer.

    • Detta kapitel har behandlat invånarnas deltagande i partnerskap för trygghet. Målet har varit att komma fram till i vilken utsträckning invånarna varit involverade i partnerskapen. Analysen visar att det har funnits en hel del invånardeltagande i de aktiviteter som initierats av partnerskapen. Däremot har invånarna inte varit delaktiga i beslutsfattande speciellt ofta. I stället har disciplinering varit ett mer framträdande tema: invånarna blev ofta antingen fostrade av aktörer i partnerskapen, eller deltog i fostrandet av andra som bodde i grannskapet. Det framgår också tydligt att flera av partnerskapen upprättade speciella strategier eller regler för att stänga ute vissa oönskade grupper. Arkitekter och planerare måste relatera till insikter som dessa och skaffa sig kunskaper för att bättre förberedas på sin roll i governance-processer – som praktiserande planerare, som tillfälliga konsulter, och som utvärderande och analyserande forskare. / This article investigates the theme of citizen participation in safety partnerships in Sweden. The aim has been to determine the extent to which citizens have been involved in the collaborations. The results show that there has existed a great deal of citizen participation in the activities the collaborations have initiated. Yet, they also show that citizens were not often involved in decision-making. Instead, the character of discipline has been more salient; citizens were either disciplined by actors in the collaborations or themselves took part in disciplining others living in the neighbourhoods. It is also significant that several of the collaborations initiated certain strategies or rules for the exclusion of unwanted groups. To summarize, this article discusses why architects and planners need to relate to such insights and gain knowledge to be prepared for taking on our role in governance planning processes.

    • Transdisciplinary research, integrating practice and academia, and including citizens as knowledge producers in urban development processes can lead to successful community empowerment in urban design. In such approaches, citizens are considered community builders and therefore are invited by the authorities to build knowledge by codesigning artifacts in urban space. This paper will present experiences from a Swedish project in the context of stigmatized outskirts of metropolitan areas, where inhabitants have been involved in codesigning a stage in a local park, to be built during the winter 2012/13. The project is carried out as part of a municipal project called ‘Development Gothenburg Northeast’ funded by the European Union and supported by a research project called ‘INTERPLACE—The interplay between citizen initiatives and invited participation in urban planning’ funded by Formas.

    • I detta kapitel undersöks allmännyttiga bostadsföretag som varit involverade i trygghetsrelaterade projekt i utsatta förortsområden i Sverige. Målet har varit att klassificera samarbetsformer för att bättre förstå deras för- och nackdelar. Trygghetsåtgärderna har analyserats med hjälp av teorier kring governance vilket har resulterat i en förhållandevis komplex bild av inbördes förhållanden inom, och mellan, förorterna. Analysresultatet visade att de kommunikativa tillvägagångssätten ofta tenderade att främja affärsmässiga intressen. Det var också tydligt att det, med tanke på komplexiteten hos de trygghetsproblem som denna samverkan hade som mål att lösa, förelåg en markant brist på »processer för samarbete och lärande». Slutligen argumenteras för att demokratiska aspekter har åsidosatts, eftersom samverkansaktiviteterna ofta saknade någon part som bevakade invånarnas intressen. / This article examines municipal housing companies in Sweden, involved in safety projects in exposed suburban areas. The aim here has been to classify the collaborations in order to better understand their pros and cons. The safety activities were analysed with help from theories on governance and resulted in a quite complex image of interrelations within and between the suburban neighbourhoods. The result of the analysis showed that these communicative procedures quite often can be described as promoting business capital. It was also apparent that, considering the complexity of the safety problems these collaborations aimed at solving, there was an obvious lack of processes for collaboration and learning. It was conclusively argued that there is an inconsistency from a demo-cratic point of view as most collaborations lacked partners who served to guard the population’s interests.

  • Urban Empowerment: Cultures of Participation and Learning

    • This pilot project addressed one of the most critical urban challenges today namely, how can social and economic exclusion as well as socio-spatial segregation be resolved in exposed urban areas. Instead of seeing stigmatized areas as intrinsically problematic, this project explored alternative routes to positive urban change by investigating the potential of increased citizen participation and empowerment in local urban development processes. The overall aim was to develop civic and institutional capacity-building processes directly linked to changes in the study area. The project has been actively involved in or initiated ten capacity-building processes linked to different activities. The primary and concrete result of the project is the support of, and engagement in the capacity-building processes in and of themselves. However, the working of these capacity-building processes has also been analysed, leading to critical reflection and theory development on how such processes best can be implemented and supported. On a broader scale, the society needs to undergo a change we labeled as institutional transformation (in Swedish: omgestaltning), which may be considered as the social counterpart to transition (omställning).

    • At the newly started Centre for Urban Studies in a stigmatized suburb of Gothenburg, the academic fields of teaching, social work and architecture are collaborating with the local community. This cooperation is part of the Centre’s mission, which is to work with widening participation in higher education, developing professions, and focusing on the role of citizens in urban design. The collaboration is also part of the research project Urban Empowerment funded by Mistra Urban Futures. The present paper will discuss the potential of working with urban empowerment by using students as engines – linking education, research and community outreach – and reflect on the accompanying problems and possibilities.

    • The focus of this study is the pronunciation of the Finland Swedish standard language on television and radio news from 1970 to 2009. An analysis of several phonological features shows that the language has not evolved in any specific direction, and that the change in pronunciation of the variables investigated is not uniform. Throughout the time period studied, the pronunciation of the news readers was much closer to the written language than the vernacular is. The final -t in definite nouns (e.g. bordet  ‘the table’) and in non-finite verb forms in -t (e.g. hittat ‘[has] found’) was pronounced clearly throughout, except in the 1980s when the final consonant was left out of 20 % of the possible cases. The final -r in verbs in the present tense (e.g. kommer ‘comes’) and in plural nouns (e.g. blommor ‘flowers’) was left out of 15–20 % of the words, with the exception of the 1980s when the final -r was left out of only 7 % of the words. Style sensitive words such as inte, skulle and måste (‘not, should, must’) were consistently pronounced in their full form, while short function words such as eller, med and till (‘or, with, to’) showed a shift towards more formal pronunciation in the 2000s. The study shows that no shift towards a more informal and commercial style can be seen in the Finland Swedish news readings. The high language awareness amongst Finland Swedish journalists, who represent a minority language, is suggested as one explanatory factor.

    • According to the Swedish higher education act, higher education should provide courses and programmes based on scholarship - but what does this mean in practice? In this project the library and the Centre for higher education at Malmö University collaborate in order to explore how teachers, librarians and students interact in an education based on scholarship. The purpose of the project is to investigate how education can be designed in order to be "based on scholarship", and thus to improve quality in education, but also to develop the relations between the Centre for higher education and the library at Malmö University. In previous studies we have seen that one of the most common questions students ask in the library concern scholarly texts (Lundgren, 2011), and also how the idea of academisation differ between different departments within the university (Ek, Ideland, Jönsson & Malmberg, 2011). From courses in higher education for teachers at Malmö University we see that the idea of "based on scholarship" can be expressed in many different ways, e.g. by using scholarly literature or through teachers that are also researchers. Thus, students, teachers and librarians are interlinked through this complex question of "based on scholarship". In the project we ask the following questions: How is an education "based on scholarship" perceived? How is an education "based on scholarship" expressed in different educational activities? How (If) do teachers, librarians and students work together with these questions? Does an interdisciplinary environment influence the understanding of scholarship and the activities related to this? We have interviewed teachers (programme responsibles), students and librarians from five different programmes within Malmö University. Respondents were chosen to represent different types of programmes (new professional, semi-professional and traditional social sciences programme). When we have analyzed our interviews we see the following themes: how to integrate education and research, progression, the relationship between research and students' future careers, interdisciplinarity and the role of the library. Our results show that an education based on scholarship is managed differently within the librarian practice, the research practice and the education practice. Members of the different practices identify and participate in research in different ways. We also see that education based on scholarship is often described as reading and using research literature. Both students and teachers think that students develop their critical thinking skills. The students' degree projects are described as important when it comes to integrating research and education. How research can be used in students' future careers is quite unclear. From our results it is obvious that the research within the university departments is invisible for the students. Also students do not participate in research. Some of the most central questions that we see in our study relate to: How the research within the departments can become more visible for students How students, but also teachers and librarians, can be participants in a research community How the research can be fully integrated in education, not only in theory and methodology courses How research can be used and also be visible in students' future careers If the role and competence of the librarian need to change in order to be fully integrated in an education based on scholarship References Ek, A-C., Ideland, M., Jönsson, S. & Malmberg, C.
