• The authors critically evaluate the impacts of the 1973, 1981, 1986 and 1995 enlargements of the European Union and argue that the these accessions have ensured that the majority of the member states of the EU-15 are cautious towards the prospect of a Federal Europe. On this basis, it is argued that multi-speed approaches to the study of European integration should become more popular
