Participation in involuntary resettlement : a study of local bargaining

• In this paper I argue that the experience from the Zimapán resettlement project shows that in its present form local participation cannot reconcile the contradictions between negotiation, participation and the fait accompli decision to build a dam. It is necessary to consider both the implementing party and the local people, and to study the dynamic social relations, the in-between-space, created between the parties during the implementation phase.
