10. Culture in municipal transformation : An integrated policy for culture in the transformation of Hällefors

• The transformation in Hällefors is described as a strategy, wherethe products of the town were no more steel and wood but ratherculture, nature, and meals. The changes were inspired by Gestaltpsychology’s ”the steps of human needs”, as well as by 1880’sSweden, when authors and painters were very active. Cultureis seen as a strong force in periods of change.
