Predator emergency groups in Sweden. Fostering local participation through collaborative management

• This article addresses citizen's involvement in developing and implementing public policy with high local impact. It suggests that the concept of collaborative administration can be regarded as an "evolution" of the concept of participation, and reflects on how this concept can be usefully applied to elaborate and implement public policies. The article examines two different experiments of collaborative management promoted in two Swedish counties, Värmland and Dalarna. Through the analysis of three basic components of the participatory process (institutional design, the collaborative process and its results), it discusses the innovative nature of these two experiments, examining whether and how they contribute to achieving a common understanding and the promotion of dialogue between citizens and institutions. Finally, it considers some long-term effects created by these two experiments
