Towards a Consultation Society

We live in a time of transition, where the old industrial society is slowly being replaced by a post-industrial society. This new world is designated a ‘consultation society’ in this paper. This is a society in which one not only has to, but actually wants to consult more and more with others and find solutions to problems together. The question is whether information and communication technology can support the consultation society and if so, how. This paper argues the importance of consultation as motor of society and use of information technology in supporting consultation and policy-making process. It discusses the dynamic and emergent decision making process: why should we consult, potential consultation problems, and the main consultation components: people, information and procedure. The major criteria for effective consultation that must be considered are clarity an achievement of purpose; enable relevant stakeholders to have meaningful opportunity to influence the decision outcomes; a constructive involvement mechanism; and the timely sharing of adequate knowledge of the consultation issues.
