- In what ways are local governing elites important for the general success or failure of effective and sustainable democratic development? Comparative studies of democracy and democratization have increasingly involved urban political performance. In this article, we present empirical evidence of strengthening correlations across the 1990s between the city’s non-economic foreign relations, and its leaders’ local networks and democratic values across seven European countries. Although relations, networks and norms in previous research on institutional development is claimed to be mutually interdependent, our analysis indicates that the emergence of these components depends on a distinct path, starting with the impact of local-global relations in the city, followed by the creation of new horizontal networks, and emanating in a growing commitment to core democratic values. Our study not only suggests a deeper insight into the nature and power of locally rooted relations, networks and norms, it also offers a democratic theory in which people’s social capital is linked to the political capital of their locally elected or appointed leaders.
