- This article aims to discuss issues of ethics, television regulation for children and media-education. The assumption is that the right to freedom of expression and regulation is not incompatible, but complementary - and fundamental for democratic exercise. The text presents examples of public regulation, self-regulation and television co-regulation for children in a mainly European context, especially by the Swedish model. Initiatives to ensure quality content, as well as actions to prevent potentially harmful content from being displayed in public programming grids are presented, as well as the importance of a parallel and continuous focus on media-educational actions.
