- Sport diplomacy provides a challenging example of how diplomaticpractice is changing in light of a proliferation of actors,agendas, and modes of communication. This context hasinspired greater interest in techniques for managing the participationof others in the pursuit of desired outcomes, such asdebates surrounding multi-stakeholder diplomacy, publicdiplomacy, and soft power. However, these debates oftenderive from an instrumentalist perspective of exerting influenceand securing outcomes. Sport, on the other hand,involves sites and practices capable of supporting communitiesin the identification of their own goals, and of supporting thedevelopment of strategies and skills that can achieve thosegoals. Its participatory qualities challenge instrumentalistapproaches to diplomatic objective setting, and potentiallyreveal some of the ways in which diplomacy can be morediffuse and inclusive. This article uses the example of sportdiplomacy to question the basis for instrumentalist diplomaticobjective setting and to explore the theoretical basis for participatorymodels of multi-stakeholder diplomacy.
